1908 General Elections in the Province of Thessaloniki

Abstract

Novel approaches were put into practice in each governmental levels during the Second Constitutional Period in Ottoman Empire. Politically, II. The Constitutional period started a pluralistic life and it was a time when democratic developments were experienced. Ideologically, the Committee of Union and Progress, which made advocacy of the system, aimed to maintain its multinational ethnic structure by combining the different elements of the state under the framework of the Ottomanism. In this study, the reflections of steps taken to create the spirit of Ottomanism on Thessaloniki were tried to be investigated and evaluated. As a result of the analysis, it was determined that the elections in Thessaloniki, which is considered as a stage of the Ottoman nation creation process aimed at by the Committee of Union and Progress, are very important. When it is evaluated in terms of election results, it is seen that every element in the city of Thessaloniki, which has a cosmopolitan structure, is represented in the parliament in accordance with the desired Ottoman ideal. However, the system of the Ottoman nations wanted to be created did not succeed because every minority element that found authority in parliament had already acted in the direction of realizing their national demands, which is the main reason for their participation in the elections

Özet

Osmanlı Devleti'nde II. Meşrutiyet dönemi devlet kademelerinin her birinde yeni bir anlayışın uygulanmaya konduğu bir süreci oluşturmaktadır. Siyasi açıdan II. Meşrutiyet dönemi, çoğulcu bir hayat başlatmış ve demokratik gelişmelerin yaşandığı bir dönem olmuştur. İdeolojik olarak ise sistemin savunuculuğunu yapan İttihat ve Terakki Cemiyeti, devletin farklı unsurlarını Osmanlılık çatısı altında birleştirerek çok uluslu etnik yapısıyla devamını sağlamayı hedeflemiştir. Bu çalışmada meşrutiyet sistemiyle benimsenen Osmanlılık ruhunun yaratılması konusunda atılan adımların Selanik üzerindeki yansımaları incelenmeye ve değerlendirilmeye çalışılmıştır. Analiz sonucunda, İttihat ve Terakki Cemiyeti tarafından amaçlanan Osmanlı milleti yaratma sürecinin bir aşaması olarak görülen Selanik'teki seçimlere çok önem verildiği saptanmıştır. Seçim sonuçları açısından değerlendirildiğinde ise, kozmopolit bir yapıya sahip olan Selanik şehrindeki her unsurun gerçekleştirilmek istenen Osmanlılık idealine uygun olarak parlamentoda temsil edildiği görülmüştür. Fakat parlamentoda temsil yetkisi bulan her azınlık unsur seçimlere katılmalarının temel sebebi olan kendi milli emellerini gerçekleştirmek doğrultusunda faaliyet gösterdikleri için yaratılmak istenen Osmanlı milleti sistemi başarılı olamamıştır
