Abstract

1806-1812 Ottoman-Russian War was a low-profile war or rather “a war between wars” due to the complex international situation existed in the Napoleonic Era. As a result, modern historians have paid scant attention to it. This article aims to focus on the war which remained in the background even during its time as the Tsarist Russia focused on the threat of Napoleon’s France while the Porte was preoccupied with internal disorders and rebellions. In terms of Ottoman military history, 1806-1812 Ottoman-Russian War presents a good opportunity to observe the Ottoman army in its last test before the modernizing reforms of Mahmud II. The present study will examine only one side of the war, namely mobilization of Ottoman soldiers during the campaigns by using the archive documents.

Özet

1806-1812 Osmanlı-Rus Harbi gerçekleştiği dönemin şartları sebebi ile düşük profilli bir harpolarak cereyan etmiş ve “savaşlar arasında bir savaş” olması hasebi ile modern tarihçilerden çokfazla ilgi görmemiştir. Bu çalışma hem Napolyon Savaşları’nın dönemin tarihindeki önemi hem deOsmanlı Devleti’nin yaşadığı büyük iç çalkantılar sebebi ile arka planda kalan bu harbi mercekaltına almayı amaçlamaktadır. II. Mahmud dönemi askeri reformları öncesinde Osmanlı ordusununAvrupa sisteminde yapılanmış bir orduya karşı son imtihanı olan bu savaş, Osmanlı Devleti’ninFransız Devrimi sonrası çağda neden yeniden yapılanmaya ihtiyaç duyduğunu daha iyi biçimdeaydınlatacak ipuçlarına haizdir. Mevcut makale arşiv belgelerini de kullanarak bu savaşın sadece birveçhesini oluşturan asker toplama sürecinin genel bir çerçevesini çizmeye çalışacaktır.
