The Issue of Security and Public Order at Balkans After the Berlin Conference

Abstract
The great rebellion movement, against the Ottoman goverment, of Balkan Nations influenced by the Russian’s Panslavist policy that was adopted from the beginnig of 19 centuries caused immense security problems. Especially, with the Treaty of San Stefano –Ayastefanos- signed after the Otoman-Russian War of 1877-1878, the provison of the foundation of Graet Bulgarian Principality extended from Black Sea to Aegean Sea spread the confusion completely because of not to be put into practice by the wishes of England and the other Great powers with The Treaty of Berlin. Thus, despite their disappointment Bulgarians did not give up their demands and did anything to annexed East Rumelia. The Bulgarian leaders , exceptionally to change population level in their’s favour in the region, tried to expel the Muslim-Turks by terrorism. The Ottoman goverment strive to provide protection against these guerillas by taking civillian and military measures in the region. In this paper an evaluation will be made about the dissatisfaction in the discrict due to The Treaty of Berlin and providing security of the Ottoman Empire against terrorism. Determination of the way that Otoman Empire traced against terror will help the struggle of Turkey against the problems like that.

19. yüzyılın başlarından itibaren Rus Çarlığı’nın izlediği Panislavist politikanınetkisiyle Balkan milletlerinin Osmanlı yönetimine karşı başlattıkları büyük isyan hareketi,bölgede asayiş sorunlarına neden olmuştur. Özellikle 1877-1878 Osmanlı-Rus Harbisonrası imzalanan Ayastefanos Anlaşması’yla Karadeniz’den Ege’ye kadar uzanan büyükBulgar prensliğinin kurulması kararının, İngiltere ve diğer büyük güçlerin isteğidoğrultusunda, Berlin Antlaşması’yla uygulamaya konulmaması bölgedeki güvenliksorununu büsbütün arttırmıştır. Zira Bulgarlar, hayal kırıklığına rağmen isteklerindenvazgeçmemişler ve Doğu Rumeli’yi Bulgar Prensliği’ne katmak için her yoludenemişlerdir. Özellikle bölgedeki nüfus dengesini kendileri lehine değiştirmek isteyenBalkan devletleri, çeteler vasıtasıyla bir takım tedhiş hareketlerine girişmiş ve bölgedekiMüslüman Türk unsurunun bölge dışına itilmesine çalışmıştır. Osmanlı Devleti, çetelerekarşı mülkî ve askerî tedbirler alarak asayişi temin etmeye çalışmıştır. Bu çalışmada, BerlinAntlaşması’na karşı bölgede duyulan memnuniyetsizlik ve Osmanlı Devleti’nin etnik terörhareketleri karşısında asayişi temini hususunda bir değerlendirme yapılacaktır. Etnik terörekarşı Osmanlı Devleti’nin izlediği yolların belirlenmesi, günümüz Türkiye’sinin benzersorunlara karşı mücadelesine katkı sağlayacaktır.
