History as a Tool for the Government to Know About the Past: Adnan Menderes Case

Abstract

The concepts of state, government and history have always existed in different forms in line with the past social experiences of people within the context of sovereignty and power relations. Beyond acting as abstract expressions of ancient misty times, legendsallowed gods, kings and other dominant factors exert their authority on different social layers throughout the long antique period. In the phase of dynastic states of the social process, the glorified past became the biggest source of legitimacy and immobility for the dynastic state. With the emergence of nation states in the 19th and 20th centuries due to the disappearance of dynastic states, history in the French national model, which grounds citizenship on land, and in the German national model, which reduces citizenship to jus sanguinis, will be called for duty in France, which constructed nation, and in the German nation model, which naturally conveys historicalness. The French Revolution required a process ranging from the production of citizenship to the occurrence of the parliament. With the existence of the parliament, history has been constantly used to manage and direct the struggle in the bureaucratic area. In Turkey, history was used for such purposes by Adnan Menderes in the reign of his Democratic Party. If the speeches and the statements of Adnan Menderes are taken into consideration, the way he used history on the subjects of current pollitical issues can be seen. Especially on his relations with the opposition, his strife against bureaucracy and bureaucratic institutions which CHP is strong in the basis of their staff, and at the fronts of foreign politics such Cyprus Problem, it is obvious that he benefits from recent, and distant past from time to time to get the support of society. In this study ruling goverments’ ways of using the history in current political issues to gain power will be investigated on the example of Adnan Menderes.

Devlet, iktidar ve tarih mefhumu egemenlik ve güç ilişkileri bağlamında insanıngeçmiş sosyal deneyimlerinden günümüze dek farklı formlar kazanarak süregelmiştir.Efsaneler, puslu kalmış zamanların soyutlanmış ifadeleri olmanın ötesinde, uzun antikdönem boyunca tanrıların, kralların ve diğer egemen unsurların farklı toplumsal katmanlarüzerinde otorite kurmasını kolaylamıştır. Toplumsal sürecin hanedan devletleriaşamasında yüceltilmiş geçmiş hanedan devletinin en büyük meşruluk vedevinimsizleştirme kaynağı olmuştur. Hanedan devletlerinin eriyip XIX. ve XX. yüzyıldayerini ulus devletlere bırakmasıyla, ortaya çıkan yurttaş kavramı ve yurttaşlığı topraktemeline bağlayan Fransız ulus modeli ve yurttaşlığı kan esasına indirgeyen Alman ulusmodelinde tarih; ulusu inşa eden Fransız Devleti ve doğal intikale beraber tarihsellik detaşıyan Alman ulus modelinde tekrar göreve çağrılacaktır. Fransız Devrimi, tebaadanyurttaşlığın üretimine ve parlamentonun ortaya çıkmasına dek bir dizi süreci eşzamanlıkılar. Parlamentonun ortaya çıkmasıyla, tarih biteviye gruplarca bürokratik alana dönükmücadeleyi yönlendirmek için kullanılır. Türkiye’de, Demokrat Parti iktidarında AdnanMenderes tarafından tarih bu amaçlarla sıklıkla kullanılacaktır. Adnan Menderes’inkonuşmaları ve beyanatları dikkate alındığında güncel siyaseti ilgilendiren konularda tarihiustaca kullandığı görülmektedir. Özellikle muhalefetle olan ilişkilerinde, CHP kadrolarınıngüçlü durumda bulunduğu bürokrasi ve bürokratik kurumlara karşı giriştiği mücadelede vedış politikada Yunanistan’la yaşanan Kıbrıs Sorunu’nda kimi zaman yakın kimi zamansauzak geçmişten yararlandığı ve bu sayede toplumsal destek sağlamaya çalıştığı aşikârdır.Bu çalışmada iktidarların güncel siyasette güç elde edebilmek için tarihi ne şekildekullandıkları Adnan Menderes örneğinde ortaya koyulmaya çalışılacaktır.
