A Sivil Society Organization Established in the Context of Agriculture and LivestockBased Development: The Mohair Society of Turkey and Its Activities

Abstract
Sheep and goat farming, one of the most important sources of tax revenue for the Ottoman Empire, also became a wanted raw material source for the weaving industry toward the end of 1800s. Mohair, previously produced for the Topkapi Palace's needs such as carpets and rugs, became a sought-after item in the weaving industry as it gained wide spread use in the manufacturing of clothes, blankets, and yarn, among others. Angora goats had a unique quality due to the geographical features of Anatolia, which made the Ottoman Empire the leading exporter of mohair. As a result, the ban on exports of Turkish Angora goats was one of the most important legal regulations. Industrialization in the weaving sector, use of artificial products, and long-running wars led to a decline in the production of Turkish mohair. With İzmir Economic Congress, sheep and goat farming and mohair production gained prominence one more time because they were important sources of tax revenue and industrialization was planned to be achieved through agriculture and livestock farming. The Mohair Society of Turkey was established to support the use of modern methods in mohair production in the process of industrialization, and to contribute to the development of the weaving industry. The Society provided guidance to the government by preparing reports on production and exports, and also made efforts to train mohair producers. The Society becameless active over time as its founder Süleyman Sırrı İçöz got older and Turkey Wool and Mohair Inc. was founded, and completed its pioneering role. This article examines the Mohair Society of Turkey and its activities, which was a civil society organization established to train and organize producers and create a market, as part of the agriculture and livestock-based development model of the Republic.
Özet
Osmanlı Devleti'nin en önemli vergi gelirlerinden olan küçükbaş hayvancılık üretimi1800'lü yılların sonuna doğru dokuma sanayisi için de aranan bir hammadde kaynağıhaline gelmiştir. Topkapı Sarayı'nın halı kilim gibi ihtiyacı için yapılan tiftik üretimi,kıyafet, battaniye ve iplik gibi kullanım sahasının gelişmesiyle dokuma sanayisinde dearanılan ürün olmuştur. Ankara tiftik keçisinin coğrafyanın verdiği özellikle Anadolu'yahas bir kaliteye sahip olması Osmanlı Devletini tiftik ihracatında lider ülke yapmıştır. Busebeple Türk tiftik keçisinin yurt dışına çıkarılmasına dair yasak en önemli yasaldüzenlemelerden biridir. Dokuma sektöründeki endüstrileşme, yapay ürünlerin kullanımıve uzun süren savaş yılları Türk tiftiğinin üretimde gerilemesine sebep olmuştur.İzmir İktisat Kongresi ile birlikte devletin vergi ihtiyacının temel kaynaklarından olması vesanayileşmenin tarım ve hayvancılık üzerinden planlanması sebebiyle küçükbaşhayvancılık ve tiftikçilik yeniden önem kazanmıştır. Sanayileşme sürecinde tiftiküretiminin modern usullerle yapılması ve dokum sanayisinin gelişmesine katkıdabulunmak amacıyla Türkiye Tiftik Cemiyeti kurulmuştur. Cemiyet, üretim ve ihracat ileilgili raporlar hazırlayarak hükümeti yönlendirmiş aynı zamanda tiftik üreticisinin eğitimive bilinçlenmesini sağlayan bir yapıya da sahip olmuştur., Hem kurucusu Süleyman Sırrıİçöz'ün yaşlanması hem de Türkiye Yapağı ve Tiftik AŞ'nin kurulması ile faaliyetleriniazaltan cemiyet öncülük görevini tamamlamıştır. Bu makalede, Cumhuriyetin tarım vehayvancılığa dayalı kalkınma modelinde üreticiyi eğitme, örgütleme ve pazar oluşturmaamacıyla kurulan bir sivil toplum kuruluşu olan Türkiye Tiftik Cemiyeti ve faaliyetleriincelenmiştir.
