The Struggle with Bribery in the Tanzimat Period: The Trial of Akif Pasha

Abstract

Akif Pasha was one of the leading figures of theMahmud II. He served in important positions inthe central bureaucracy. He served as theMinistry of Foreign Affairs and the InternalAffairs. After Abdulmecid became the sultan, hewas appointed as the Governor of Kocaeli.However, a few months later, he was dismissedon the grounds that he and those under hiscommand received bribes and caused injustice inthe administration. Her crime was found fixed atthe end of the trial. He was punished with not tobe given a state duty again, to reside in Edirnefor two years and not to use the titles of vizierand pasha. After returning to Istanbul, she wasno longer busy with government affairs. Afterreturning to Istanbul, she was no longer busywith government affairs. He died in Alexandriaon her return from a pilgrimage in 1845. The trialand punishment of Ali Pasha, one of the leadingpoets of the period, is one of the remarkableevents of the new period, which started with thereading of the Tanzimat Edict. In this article, thetrial process of Akif Pasha has been investigatedby using archive documents and primary andsecondary sources.

Akif Paşa, II. Mahmud döneminin önde gelenşahsiyetlerden biri idi. Merkezî bürokrasinin önemlikademelerinde görev yaptı. Hariciye ve Dâhiliyenazırlıklarında bulundu. Abdülmecid'in padişaholması üzerine Kocaeli Mutasarrıflığına tayin edildi.Ancak birkaç ay sonra kendisinin ve emrindekilerininrüşvet aldığı, idarede adaletsizliklere sebebiyetverdiği gerekçesiyle görevine son verildi. Muhakemesonucunda suçu sabit görüldü. Bir daha devlet göreviverilmemek, iki yıl Edirne'de ikamet etmek, vezir vepaşa unvanlarını kullanmamakla cezalandırıldı.İstanbul'a döndükten sonra artık devlet işleri ilemeşgul olmadı. 1845 yılında gerçekleştirdiği hacziyaretinden dönüşte İskenderiye'de vefat etti. Devrinönde gelen şairlerinden olan Akif Paşa'nın muhakemeedilip cezalandırılması, Tanzimat Fermanı'nınokunmasıyla başlayan yeni dönemin dikkat çekiciolaylarından biridir. Bu makalede Akif Paşa’nınyargılama süreci arşiv belgeleri ile birinci ve ikinci elkaynaklardan yararlanılarak araştırılmıştır.
