A Typical Example of Bureaucratic Problems in the Last Period of the Ottoman Empire: The Confusion of Moses Levi's Return to Jaffa from Berlin (1905-1912)

Abstract

Moses Levi was a Jewish from Jaffa, an Ottomancitizen, imprisoned near Berlin. He went to Berlin todo joinery, was imprisoned for a wounding incident,and lost consciousness after a while there by insanity.He expressed his wish to return to his hometown, Jaffa,by applying to the Berlin Police Department. The issueof sending Levi from Berlin to his hometown of Jaffarequired some diplomatic and bureaucraticprocedures. The journey of Moses Levi from Berlin to Jaffa is animportant example in terms of the reflection of stateand power struggle in the Ottoman Empire onbureaucratic procedures. When the documents of theMinistry of Internal Affairs of the Presidency StateArchives Ottoman Archive numbered 53/27 areexamined, the inter-state diplomatic relations, thefunctioning of the internal state apparatus and thecorrespondence processes can be monitored in thedocuments about the return of the mentioned person toJaffa. The complicated bureaucratic correspondencebetween the German Embassy in Istanbul and theBerlin Police Department, and the Ottoman Ministryof Internal Affairs and Foreign Affairs and theJerusalem Governorship drove Moses Levi into anuncertain course over time. In this study, the journey of Moses Levi from Berlin toJaffa was examined according to the documentsincluded in the Ottoman Archive of the PresidencyState Archives, the Ministry of Interior AdministrationDocuments No. 53/27.

Moses Levi, Berlin yakınında mahpus Osmanlı vatandaşıYafalı bir Yahudi idi. Berlin’e doğramacılık yapmak içingitmiş, bir yaralama olayından dolayı hapsedilmiş, birmüddet sonra orada cinnet geçirerek şuurunu kaybetmiştir.Berlin Polis Müdürlüğü’ne müracaatla memleketi Yafa’yadönmek isteğini belirtmiştir.
