To Make Reform in the Chaos of War and Rebellion: Experiences of Esad Pasha, the Governor of Mahmud II

Abstract
In the early 1800’s it was accepted by everyonethat the Ottoman Empire needed restructuring.Mahmud II, seeing that the army, which failed toshow significant success in the wars, should berenewed, abolished the Janissary soldiers, whichalways prevented reforms. Subsequently, variousinnovations were made. It was not easy toimplement the decisions taken in Istanbul in theprovinces. Wars, riots, resistance of localdynasties, financial impossibilities, the peopleunaware of the aim of achieving withinnovations, the corruption by some governmentofficials prevented success. Esad Pasha was botha supporter and an important witness of theprocess. He was a well-educated, cultured,intelligent and resourceful personality. He wasgenerally admired and appreciated by the Sultan.He tried to implement reforms in thegovernorships of Edirne, Adana, Karaman andErzurum. In this study, the course of the reformprocess in provinces other than Istanbul isexamined in the light of Esad Pasha’sexperiences.

1800’lü yılların başında Osmanlı Devleti’nin yenidenyapılanma ihtiyacı içerisinde olduğu herkes tarafındankabul edilmekteydi. II. Mahmud, savaşlarda önemlibaşarı gösteremeyen ordunun yenilenmesi gerektiğinigörerek, daima reformları engellemekte olan YeniçeriOcağı’nı lağvetti. Müteakiben çeşitli yeniliklergerçekleştirdi. İstanbul’da alınan kararlarınvilayetlerde uygulanması hiç bir zaman kolay olmadı.Savaşlar, isyanlar, yerel hanedanların direnişi, malîimkânsızlıklar, halkın yenilikler ile varılmak istenenamaçtan habersiz oluşu, bazı devlet görevlilerininyaptıkları yolsuzluklar başarı elde edilmesiniengelledi. Esad Paşa, sürecin hem destekçisi hem deönemli tanıklarından biriydi. O iyi bir eğitim görmüş,kültürlü, akılllı ve dirayetli bir şahsiyet idi. GeneldePadişah tarafından beğenilmekte ve takdiredilmekteydi. Edirne, Adana, Karaman ve Erzurumvalilikleri sırasında reformları hayata geçirmeyeçalıştı. Bu araştırmada Esad Paşa’nın deneyimleriışığında reform sürecinin İstanbul dışındakivilayetlerde nasıl bir seyir izlediği incelenmektedir.
