The Problems Occurred in the Application of the Malikâne (Tax-farming) System in the Ottoman Empire in the XVIIIth Century: The Case of the Sanjak of Kastamonu

Abstract

As a solution to the economic crisis, the OttomanEmpire began to practice forms of tax farming wereknown as iltizam and malikâne in whole countryfrom the XVIIth century. It is possible to assess theapplication and problems were faced in theapplication of malikâne system in a limited regionand time with a detailed and comprehensive study. This study aims to reveal the assessment andproblems were faced in the application of malikâne system based on the Sanjak of Kastamonu. Fromthis perspective, this study focuses on the mostdifficult issues for the rulers (mutasarrıflar) ofmalikâne in the Sanjak of Kastamonu. The problemsoccurred in tax collection were the most difficultproblems for the rulers of malikâne in the Sanjak ofKastamonu. Besides, maintaining order and securityof the revenue units (mukataas) in the sanjak, theinterventions the holders of iltizam (mültezim) toeach others and appointing guarantors were otherproblems for the rulers of malikâne. This studyreveals these problems and the policy of theOttoman Empire towards this situation in the lightof the archive documents in the PresidentialOttoman Archive.

Özet

Osmanlı Devleti, XVII. yüzyıldan itibaren içindebulunduğu mali buhrana çözüm arayışı sonucunda ülkegenelinde iltizam ve malikâne sistemi gibi değişik malipolitikalar tatbik etmiştir. Bu mali politikalardan malikânesisteminin tatbikini ve bu noktada karşılaşılan sorunlarıgenel olarak değerlendirebilmek sınırlı bir bölge ve zamaniçinde ayrıntılı bir inceleme sonucu mümkünolabilmektedir. Kastamonu Sancağı özelinde malikânesisteminin değerlendirilmesi ve sistemin tatbikindekarşılaşılan sorunlar çalışmanın hareket noktasınıoluşturmaktadır. Bu cümleden hareketle çalışmadaüzerinde durulacak esas konuyu Kastamonu Sancağı’ndamalikâne mutasarrıflarını zorlayan meseleler teşkiletmektedir. Kastamonu Sancağı’nda malikânemutasarrıflarını en çok uğraştıran sorunların başında vergitoplama işlemlerinde çıkan sıkıntılar gelmektedir. Ayrıcasancak dâhilindeki mukataaların güvenlik ve asayişininsağlanması, bir kişinin tasarrufunda bulunan mukataayabir başka malikânecinin müdahalede bulunması, mukataasatışlarında kefil gösterme gibi durumlar malikânemutasarrıflarını uğraştıran diğer sorun gruplarınıoluşturmaktadır. Çalışmada bu sorunların ayrıntılı izahıve Osmanlı Devleti’nin bu duruma karşı tutumu elealınacaktır. Konu büyük ölçüde CumhurbaşkanlığıOsmanlı Arşivinde bulunan arşiv belgeleri ışığındaincelenmeye çalışılacaktır.
