Abstract
This article examines the development of the project to establish a university in Eastern Turkey, which was brought to the agenda on the 15th anniversary of the republic in 1938. Atatürk suggested the foundation of a university along the coast of Lake Van but the project was postponed as WWII erupted. After the war the construction project started but plans were changed again before the construction was finalized. While Demokrat Party government allocated a budget for the construction of a university in Eastern Anatolia, the cooperation with the Nebraska University resulted with the construction of university in Erzurum rather than in Van.
