Özet
Dünya genelinde ya ş anan de ğiş imlerle, T.C. Sa ğlık Bakanlığının iş levidüzenleyici, denetleyici ve temel sa ğlık hizmetlerinin sunumunu sa ğlayıcı birkonuma yükseltilerek; ikinci ve üçüncü basamak sa ğlık hizmetleri sunumu genelolarak idari ve mali yönden özerk olacak kamu hastane birliklerine bırakılmış tır.Bu ara ş tırma, Kamu Hastane Birliklerinin finansal verilerini nasıl konsolideetmesi gerektiğine yönelik bir modelleme içermektedir.Bu modeli oluş tururken A ğız ve Diş Sa ğlığı Merkezleri hariç, Sa ğlıkBakanlığına ba ğlı ikinci ve üçüncü basamakta hizmet sunan 816 adet hastane vesa ğlık merkezinin 2008 yılına ait finansal verileri kullanılmış tır. Finansaltabloları konsolide etmek için iki a ş amadan oluş an bir çalış ma yapılmış tır.Birinci a ş amada, hukuken birbirinden ba ğımsız olarak çalış an dört finansalsistemden (Genel Bütçe, Döner Sermaye, Ta ş ınır Mal ve Ta ş ınmaz Mal FinansalSistemleri) elde edilen verilerin birle ş tirilmesiyle füzyon tablolar elde edilmiş tir.İkinci a ş amada ise uluslararası ve ulusal muhasebe standartları temel alınarak,ikinci ve üçüncü basamakta hizmet sunan 816 hastane ve sa ğlık merkezininfüzyon tabloları tek bir iş letme gibi konsolide edilerek, konsolidasyonmetodolojisi ortaya konulmaya çalış ılmış tır. Oluş turulan bu modelin, birlikyöneticilerine tablolarını konsolide ederken temel bir kaynak olaca ğıdüş ünülmektedir.
Abstract
With changes around the world, the functions of the Ministry of Health arepromoted to roles of regulatory, supervisory and delivery of primary health care.Delivery of second and tertiary level health services in general will be left to thePublic Hospital Associations with administrative and financial autonomy. Thisresearch introduce a model shows how to form and consolidate financial data inthe Public Hospital Associations.When Constituting this model, financial data from 816 hospitals and healthcenters except Oral and Dental Health Centers in the secondary and tertiary careunder the Ministry of Health were used. The research was made of two phases toconsolidate financial statement. First, fusion tables were created by merging thedata from the four legally independent financial systems (the General Budget,the Revolving Fund, Chattel and Immovable Property Financial System). Then,based on international and national accounting standards, the fusion tables of 816hospitals and health centers were consolidated as they were a single enterpriseand explicit information on the methodology of consolidation was provided. Forassociation managers, this model is thought of as a primary source ofinformation as to how to consolidate financial data.
