The Retrospective Examination of the Reports for the Children with Disabilities Prepared by the Disability Board of Ege University Medical School

Abstract

Introduction: To have a child with a disability, whatever the disability is, bringsmany challenges. In this study, in the light of the related legislation for thedetermination of the rate of disability, it was aimed to create awareness for thecauses of childhood disability and about the problems faced in reporting. Materials and Methods: Reports of subjects under the age of 18 prepared byThe Disability Health Board of Ege University between January 1, 2011 and June30, 2013 regarding age, gender, type and causes of application (personal-formal),disability, disability cause and rates, the reported date and the validity periods ofthe reports were evaluated retrospectively. The obtained data were analyzed withstatistical software. Results: Of 8104 reports, 2839 belonged to children. Of the patients, 978 were females and 1861 were males. The mean age was7.0±4.6 years. Of the applications, 99.2% were personal applications and the most common reason for application was to havespecial education (81.6%). 61.4% of the subjects had only one disability. The disability rate of 17.3% was below 40%. Conclusions: Among the countries development indicators, the quality of life of the disabled population and the quality of servicesoffered to disabled people occupy an important place. In both national and international platforms, it is necessary to make regulationsfor prevention of disability, for solution of disabled people s problems related to health, education, rehabilitation, employment andsocial security and also for ensuring their participation in society.

Giriş: Engelli bir çocuğa sahip olmak, engeli ne olursa olsun birçok zorluğuberaberinde getirmektedir. Bu çalışmada engellilik oranı belirlenmesi ile ilgilimevzuat ışığında çocukluk çağı engellilik sebepleri ve raporlamada karşılaşılansorunlar konusunda farkındalık oluşturmak amaçlandı. Gereç ve Yöntem: Ege Üniversitesi Hastanesi Engelli Sağlık Kurulunca 01 Ocak2011-30 Haziran 2013 tarihleri arasında düzenlenen 18 yaş altındaki olgulara aitraporlar cinsiyet, yaş, başvuru şekli (kişisel-resmi) ve nedenleri, engel durumu venedenleri, engel oranları, raporların düzenlenme ve geçerlilik süreleri gibi bilgilergeriye dönük olarak değerlendirildi. Elde edilen veriler istatistik programı ileanaliz edildi. Bulgular: Toplam 8104 rapordan 2839u çocuklara aitti. Olguların 978i kız, 1861ierkekti. Yaş ortalaması 7,0±4,6 idi. Başvuruların %99,2si kişisel başvuru olup, ensık başvuru nedeni özel eğitim almaktı (%81,6). Olguların %61,4ünün engellilikoluşturan sadece bir rahatsızlığı bulunduğu saptandı. Olguların %17,3ünün engeloranının %40ın altında olduğu görüldü. Sonuç: Ülkelerin gelişmişlik göstergelerinde, engelli nüfusun yaşam düzeyi veengellilere sunulan hizmetin kalitesi önemli bir yer tutmaktadır. Gerek ulusal vegerekse uluslararası platformda, engelliliğin önlenmesi, engellilerin sağlık, eğitim,rehabilitasyon, istihdam, bakım ve sosyal güvenliğine ilişkin sorunlarının çözümüile topluma katılımlarının sağlanması için gerekli düzenlemelerin yapılmasıgerekmektedir.
