THE SUCCESS IN SOCIAL DIALOGUE OF THE EUROPEAN UNION COUNTRIES: A RESEARCH IN THE SCOPE OF THE SELECTED COUNTRY EXAMPLES

AVRUPA BİRLİĞİ ÜLKELERİNİN SOSYAL DİYALOGDAKİ BAŞARISI: SEÇİLMİŞ ÜLKE ÖRNEKLERİ KAPSAMINDA BİR ARAŞTIRMA

Abstract

Social dialogue, which is shaped by founding treaties in the European Union, represents an important process in terms of bringing efficiency to social policies, especially employment policies. This process, which works with bilateral, trilateral and multilateral negotiations, had an important effect on ensuring peace in working among the social partners. Although social dialogue generally has been important in the European Union since the 1990’s, it has been seen that social dialogue occurred in a different way within member countries. In this case, social dialogue operates more effectively in some of the member countries in Union, while it has been stayed behind more backward in some countries. In this study, ten member countries which have been selected within EU-28 in the context of examining social dialogue in the European Union. The reason for the selection of these countries has been that they are representing the most successful and unsuccessful examples of social dialogue in the practice throughout the Union. Thus, it has been aimed to evaluate the achievements of selected member countries during social dialogue process

Özet

Avrupa Birliği’nde kurucu anlaşmalar ile şekillenen sosyal diyalog, sosyal politikalara, özellikle istihdampolitikalarına etkinlik kazandırılması bakımından önemli bir süreci temsil etmektedir. İkili, üçlü ve çok taraflımüzakereler ile işleyen bu süreç, sosyal taraflar arasında çalışma hayatına yönelik barışın sağlanmasında önemlibir etkiye sahip olmuştur. Sosyal diyalog, 1990’lardan beri Avrupa Birliği genelinde öneme sahip olsada üyeülkeler içerisinde sosyal diyaloğun farklı bir biçimde gerçekleştiği görülmektedir. Bu durumda Birlik üyesi kimiülkelerde sosyal diyalog daha etkin bir şekilde faaliyet gösterirken, kimi ülkelerde de daha geri planda kalmıştır.Bu çalışmada Avrupa Birliği’nde sosyal diyaloğun incelenmesi bağlamında AB-28 içerisinden on üye ülkeye yerverilmiştir. Bu ülkelerin seçilme sebebi sosyal diyaloğun Birlik genelindeki uygulamalarında en başarılı ve enbaşarısız örnekleri temsil etmeleri olmuştur. Böylece seçilmiş olan Birlik üyesi ülkelerin sosyal diyalog sürecindekibaşarılarının değerlendirilmesi amaçlanmıştır.
