The Internal Intelligence Service in the Period of Umayyad and Abbasid

Abstract
This study examines the internal intelligence service for the officers who followed illegal ways and rebels against the state bureaucracy during the period of Umayyad and Abbasid. With the establishment of the post office department, this internal intelligence service placed in the police department was the most important institution accepted by the Caliph and included his very close supporters. These intelligence officers who were close to the Caliph as close as vizier and governers, met with the Caliph directly by passing other authorities, called as spy and scout were the most important supporters of the state while were the most influential department against the rebels

Bu araştırmada, Emevî ve Abbasî dönemine ilişkin olarak, devlet bürokrasisinde gayrı hukuki yollara teşebbüs eden görevlilere ve isyancılara karşı oluşturulan iç istihbarat konusu ele alınmıştır. Posta teşkilatının kurulması ile birlikte bu teşkilat bünyesinde varlığını sürdüren iç istihbarat birimi, halifenin en güvendiği ve ağzı sıkı bürokratlardan oluşturulmuştur. Vezir ve valiler kadar halifeye yakın olan, doğrudan halifeyle görüşebilen, 'uyûn/gözcü veya casus olarak isimlendirilen bu istihbarat elemanları, iktidarın en önemli destekçileri iken, muhaliflerin korkulu rüyası idi.
