Abstract
This study deals with a comprehensive picture of the Levant, one of the administrative units of the Ottoman State in the 18th and 19th centuries. In addition, this study focuses on the historical and administrative formation of the city of Salt during the Ottoman rule. Moreover, This research sheds light on the religious, cultural and social institutions in Salt city based on the Ottoman, Turkish and Arabic resources . In addition to that, it also depicts the role of the Ottoman State in the renewal and development of religious institutions in the city of Salt, such as mosques, religious schools, Muslim cemeteries and even churches. Besides cultural institutions, most of the schools established in Salt by the Ottoman State were inaugurated in the 1880s, especially after the proliferation of foreign schools and missionary activities. Therefore, the Ottoman Empire was careful towards the goals of the European Christian countries and opened a series of Islamic primary and secondary schools to avoid the cultural gap experienced by Salt and other regions. In addition to that, this study sheds light on the role Ottoman social institutions in orphanages, police stations, Turkish baths, shops,roads, hospitals, municipalities and prisons. The city of Salt experienced significant population growth and urbanization in the last quarter of the 19th century. Ottoman authorities encouraged residents of Palestinian, Syrian and Lebanese cities to migrate to Salt. As a result of that, there has been an immense economic growth in running many activities including bakeries, pastry shops, cafes, baths, restaurants, sewing houses, jewelers and mills. Likewise, it is noteworthy that the planning of the city of Salt in the 18th and 19th centuries was consistent with the general characteristics of the planning of Islamic cities in terms of the existence of roads connecting population, housing, official and commercial institutions.

Bu çalışma, 18. ve 19. yüzyıllarda Osmanlı Devleti’nin idari birimlerinden biri olan Levant’ın kapsamlı bir tablosunu ele almaktadır. Osmanlı iktidarı döneminde Salt şehrinin tarihi ve idari oluşumuna ışık tutmaktadır. Ayrıca, 18. ve 19. yüzyıllara ait Osmanlı, Türkçe ve Arapça kaynaklarına göre Salt şehrindeki dinî, kültürel ve sosyal kurumlar hakkında da bilgi verilecektir. Aynı zamanda Osmanlı Devleti’nin Salt kentindeki cami, dinî okul, Müslüman mezarlıkları ve kiliseler gibi dinî kurumların yenilenmesi ve gelişmesindeki rolü üzerinde durulacaktır. Bunun yanı sıra, salt şehrinde açılan okulların büyük çoğunluğu 1880’li yıllardan sonra, özellikle yabancı okulların misyonerlik faaliyetlerinin artması üzerine yoğunlaşmıştır. Osmanlı Devleti bu gelişmelere karşılık olarak Avrupa Hristiyan ülkelerinin hedeflerine karşı dikkatli davranmıştır. Bundan dolayı Salt ve diğer bölgelerde yaşanan eğitim boşluğunu doldurmak için bir dizi İslami ilk ve ortaokul açmıştır. Buna ek olarak, çalışmada Osmanlı sosyal kurumlarının, yetimhaneler, Karakollar, hamamlar, dükkânlar, yollar, hastaneler, belediyeler ve hapishanelerin Salt şehri üzerindeki rolü ve etkisi vurgulanacaktır. Salt şehri, 19. yüzyılın son çeyreğinde önemli nüfus artışı ve kentleşme yaşamıştır. Osmanlı devlet adamları Filistin, Suriye ve Lübnan kentlerinin sakinlerini Salt şehrine göç etmeye teşvik etmiş ve bunun sonucunda fırınlar, pastane dükkânları, kafeler, hamamlar, restoranlar, dikiş haneler, kuyumcular ve değirmenler açılmıştır. Aynı şekilde, 18. ve 19. yüzyıllarda Salt şehrinin planlanmasının nüfus, konut, resmî ve ticari kurumları birbirine bağlayan yolların varlığı açısından İslam kentlerinin planlanmasının genel özellikleri ile benzerlikleri dikkat çekmektedir.
