Abstract
In this study, the definition of the Social Services, the services provided for children, youth and elders without families and protection are mentioned as well as the current situation, the legal environment and problems and the solutions.

Bu çalışmada; Sosyal Hizmetlerin tanımı, Türk tarihinde kimsesiz çocuk,genç ve yaşlılara verilen hizmetler, bugünkü durum, yasal çerçeve, sorunlar ve çözüm önerileri üzerinde durulmuştur.
