CHP's Approach Towards to the Education and Employment Problem of Youth People in the Process of Transition to the Multi-Party System

Abstract
By the beginning of the twentieth century, there were approximately 5,000 elementary schools with only one classroom, 23 high schools, a few industry schools and a university in the Ottoman Empire. The issue of employment of graduates from industrial schools and a small number of other schools in the country was a different problem. Vocational and technical education was not included in the education policy of the state except for a few high schools in the main cities to raise of the government officials. So, few of the urban young Muslim population had a profession and business As a matter of fact, along with the achievement of the Turkish National Movement, educationand economic issues were given importance first. On the one hand, vocational and technical schools were opened, while on the other hand national industrial facilities were established insuccession and thus the education and employment problems of the young population were tried to be solved. By the Republic 15th year, was made significant progress toward the bothin the modernization of education and in the issue of employment. But soon the drifting of the world into a new great war and the subsequent developments has adversely affected this process. In this process, the education and employment of young people has become a big problembecause of poverty. Immediately after the Second World War, in other words, in the process of the transition of multi-party system, with regard to this problem, the findings, arrangementsand recommendations of the Republican People's Party's Trabzon Deputy Faik Ahmet Barutçu are extremely important.

XX. yüzyılın başlarına gelindiğinde Osmanlı Devleti'nde çoğunluğu tek derslikli olmak üzere 5 bin civarında ilkokul, 23 lise, pek az öğretmeninin bulunduğu birkaç sanayi mektebi ve bir üniversite bulunmaktaydı. Ülkedeki sanayi ve az sayıdaki okuldan mezun olanların istihdamı meselesi ise daha farklı bir durum arz ediyordu. Devletin memur ihtiyacını karşılamak üzere belli başlı şehirlerde bulunan birkaç idadi dışında meslekî ve teknik eğitimin devletin eğitim politikaları arasında yer almaması nedeniyle askerî veya sivil bir memuriyet dışında kalan şehirli genç Müslüman nüfusun pek azı bir meslek ve iş sahibiydi. Türk Milli Hareketi'nin başarıya ulaşması ile beraber evvela eğitim-öğretim ve iktisadi meselelere önem verilmiş, bir yandan meslekî ve teknik okullar açılırken diğer yandan da art arda milli sanayi tesisleri kurularak genç nüfusun eğitim ve istihdam sorunu çözülmeye çalışılmıştır. Nitekim Cumhuriyetin 15. yılına gelindiğinde hem eğitim-öğretimde modernleştirme çalışmaları hem de istihdam meselesinde önemli mesafe kat edilmiş ancak kısa süre sonra dünyanın yeni bir büyük savaşa sürüklenmesi ve sonrası gelişmeler bu süreci olumsuz etkilemiştir. Bu süreçte halkın içinde bulunduğu yoksulluk, gençlerin eğitimi ve dolayısıyla istihdamını büyük bir sorun haline getirmiştir. II. Dünya Savaşı'ndan hemen sonra diğer bir ifadeyle çok partili hayata geçiş sürecinde bu sorun ile ilgili olarak Cumhuriyet Halk Partisi Genel Sekreteri Trabzon Milletvekili Faik Ahmet Barutçu'nun tespit, tedbir ve önerileri ile vilayetlerle yapılan yazışmalar meselenin ciddiyetini ve hükümetin yaklaşımını göstermesi açısından son derece önemlidir.
