The Views of Primary School Supervisors About the Applicability of School-Based Management

Abstract

The central management system of education in our country which incorporates some demographic, economic, and geographical varieties, accompanies some decisional and implemental problems as well. It seems rather difficult to hold effectiveness in solving the enormous problems in our educational system through a central management. Beside the lost of money, time, and effort, the bureaucratic structure has not been effective enough in diagnosing the problems, making proactive decisions, and generating effective solutions. A school -based management model which goes with national goals, politics, and general decisions, can act independently in collaboration with the school site, in developing educational programs, providing resources and so on, can contribute a lot to achieving educational goals. By means of a questionnaire developed by the researchers, based on the literature review and views of related persons, this research aims to hold the views of primary school supervisors about the applicability of school-based management in Turkey, and to develop some recommendations.

Özet

Eğitim sistemimize hakim olan merkezi yönetim anlayışı, demografik, ekonomik ve coğrafi özellikleriyle farklılıkları barındıran ülkemizde karar ve uygulama sorunlarını da beraberinde getirmektedir. Emek, zaman ve para kaybı yanında, sorunların doğru teşhisi, gerekli önlemlerin alınması ve zamanında ve etkili çözümü üretmede bürokratik yapı yeterince etkili olamamaktadır. Ulusal amaçlar, politikalar ve genel kararlarda merkezi yönetime bağlı olmakla birlikte, merkezi yönetimin yönlendirmeleri ve denetimi eşliğinde, program geliştirme, kaynak temini vb. konularda, okul bölgesi ile işbirliği içinde bağımsız hareket edebilen bir okul temelli okul yönetim modeli eğitimsel amaçların etkili şekilde gerçekleştirilmesi ve sosyal ve ekonomik sorunların üstesinden gelmede olumlu sonuçlar yaratabilecektir. Bu araştırma, alanyazından elde edilen bilgiler ve ilgili kişilerle yapılan görüşmeler eşliğinde, ilköğretim okulu müfettişlerinin okul temelli eğitimin uygulanabilmesine yönelik görüşlerinin elde edilmesini ve ulaşılan sonuçlar eşliğinde, öneriler geliştirilmesini amaçlamaktadır.
