Administration Problem in Dersim: From Ottoman Empire to Turkish Republic

Abstract

The geographic and social structure of Dersim was continuously problem fort hegovernments which were established in the region. Đts geographical continuously blocked allstrong governments to rule Dersim. The people of Dersim created unique hinterland in the roughmountainous, hilly areas in which regular army didn’t survive. This region couldn’t be controlledby the centralized managements. This situation caused great conflicts during its history andcontinued until the establishment of Turkish Republic. The Republic interfered the specialstructure of Dersim to accommodate them to the nation-state this interference caused greatconflicts.

Özet

Dersim, coğrafi ve sosyal yapısı itibarı ile bölgede kurulmuş olan devletler için yönetimsel açıdan sürekli sorun teşkil etmiştir. Onun bu özelliği bölgede güçlü bir yönetimin oluşmasına engel olmuştur. Dersim halkı, çevresinden bağımsız olarak, dağlık, engebeli, düzenli orduların yürütülmesinin imkansız olduğu topraklarda kendine özgü bir otorite alanı oluşturmuştur. Bu durum, tarih boyunca çatışmalara neden olmuş ve Dersim, Türkiye Cumhuriyeti Devleti kurulana kadar, merkezi otoritenin kontrol edemediği bir bölge olarak kalmıştır. Cumhuriyet Türkiye'si Dersim'in bu yapısına, kurulmak istenen ulus devlete uygun hale getirmek için müdahale etmiştir. Bu müdahale, büyük çatışmalara neden olmuştur.
