The presidential system, practices and applicability in Turkey

Abstract

Today presidential system, that is offered as a solution to instability which arises from the coalitions in parliamentary system, is at issue in Turkey too. By contrast with supporters of presidential system in the name of stability, The Latin American countries are cited as evidences to negatives and anti-democratic practices of the system. It is emphesized that the only country which carries out the presidential system succesfully is The USA and there are specific factors of this success. In this context, the properties, advantages and disadvantages of the presidential system is examined in this study. Also in which conditions the presidential system worked succesfully and applicability of the system in Turkey are investigated as well.

Özet

Günümüzde özellikle parlamenter sistemdeki koalisyonlara dayalı istikrarsızlıklara bir çözüm olarak sunulan başkanlık sistemi Türkiye’de de tartışılan bir konudur. İstikrar için başkanlık sistemini önerenlere karşılık sisteminin olumsuzlukları ve demokrasi dışı uygulamaları için çoğunlukla Latin Amerika ülkeleri örnek olarak gösterilmektedir. Başkanlık sisteminin sadece ABD’de gerçek anlamda başarılı bir şekilde yürütüldüğü ve bunun da kendine özgü sebepleri olduğu vurgulanmaktadır. Bu doğrultuda bu çalışmada başkanlık sisteminin özellikleri, avantaj ve dezavantajları ile hangi koşullarda uygulamaların başarılı olduğu gibi hususlar incelenmiş ve sistemin Türkiye’de uygulanabilirliği ayrıntılı olarak ele alınarak değerlendirilmiştir.
