Turkey's Social Housing Policy and TOKİ's Social Housing Applications

SOSYAL KONUTLARIN TÜRKİYE'NİN KONUT POLİTİKALARI İÇERİSİNDEKİ YERİ VE TOKİ'NİN SOSYAL KONUT UYGULAMALARI

Abstract

In this study, describes the social housing policies and practices for compensation of the housing needs of the poor people in Turkey. In this context, Turkey's housing policy were exemined from the republican period to todays. Also, focused on the role of social housing production of The Mass Housing Administration; which has become the dominant actors in the construction sector by expanding the powers of the period of AK Party government. TOKİ's performs has been evaluated in the light of quantitative and qualitative data which products are frequently subject of criticism for adequacy. Finally I was made some policy and practice recommendations about TOKİ social housing which contains discrepancies between the definition and implementation.

Özet

Bu çalışmada Türkiye'de yoksulların barınma ihtiyacının giderilebilmesine yönelik olarak geliştirilen politikalar ve sosyal konut uygulamaları anlatılmaktadır. Bu kapsamda Cumhuriyet Dönemi'nden itibaren Türkiye'deki konut politikaları dönemlere ayrılarak incelenmiştir. Ayrıca Ak Parti hükümetleri döneminde yetkileri genişleterek inşaat sektörünün başat aktörü haline gelen Toplu Konut İdaresi'nin (TOKİ) sosyal konut üretimindeki rolü üzerinde durulmuştur. Ürettiği sosyal konutların yeterliliği sıkça eleştiri konusu edilen TOKİ'nin gerçekleştirdiği projeler nicel ve nitel veriler ışığında değerlendirilmiştir. Son olarak ise tanımlanması ve uygulanması arasında çelişkiler bulunan TOKİ sosyal konutlarına ilişkin olarak politika ve uygulama önerilerinde bulunulmuştur.
