One of the Governors of the One Party Period: Tevfik Sirri Gür and Governorship of Elaziğ

Abstract
Tevfik Sırrı Gür worked in the state service as an administrator in the last years of the Ottoman Empire and as a manager in the national struggle and worked as a branch manager, district governor, inspector of the property in various regions of the country. Tevfik Sırrı Gür, who continued his administration in the Republic of Turkey, served as governor in provinces like Silifke, Elazığ, Muş, İçel,and Kastamonu. He made significant and lasting services in the areas where he served as an idealist manager devoted to Republic values and ideology. The most spectacular of these services was the permanent artifacts that was in the areas of zoning and public works in the cities. Most of these works have served the public for many years.Tevfik Sırrı Gür made great efforts to create the city plan in a modern way in the provinces that he was the governorate. In addition to considering the needs, he founded republic squares in order to show the symbols of modernism and regime in the places, where he was the governor, beside the square he founded community center and in front of it the Atatürk Statue, and around them he composed school, hospital, and sports facilities present the power of the new regime. In a sense, he was intended to create a modern city plan, shaped by the ideology of a single-party republic. In this study, the life of Tevfik Sırrı Gür, who had served as governor in the one party period, his services in the cities he had served as a governor, especially in Elazığ, will be examined.
Özet
Tevfik Sırrı Gür Osmanlı Devleti’nin son yıllarında ve milli mücadelede idareci olarak devlet hizmetinde çalışmış ve ülkenin değişik bölgelerinde bucak müdürlüğü, kaymakamlık, mülkiye müfettişliği gibi görevlerde bulunmuştur. Cumhuriyet Türkiye’sinde idareciliğe devam eden Tevfik Sırrı Gür, Silifke, Elâzığ, Muş, İçel, Kastamonu gibi vilayetlerde valilik görevini sürdürmüştür. Cumhuriyet değerlerine ve ideolojine bağlı idealist bir yönetici olarak görev yaptığı illerde önemli ve kalıcı hizmetler yapmıştır. Bu hizmetlerinden en çok göze çarpan ise şehirlerdeki imar ve bayındırlık alanında yaptığı kalıcı eserlerdir. Bu eserlerin büyük bir kısmı uzun yıllar halka hizmet vermiştir. Tevfik Sırrı Gür, valilik yaptığı vilayetlerde şehir planını modern bir şekilde oluşturmak için büyük çaba harcamıştır. İhtiyaçları göz önünde tutmasının yanında hem modernizm hem de rejimin simgelerini göstermek amacıyla valilik yaptığı yerlerde cumhuriyet meydanları oluşturmuş yanı başına halkevi ve halkevinin karşısına Atatürk Heykeli ve etrafında okul, hastane, spor tesisleri yaparak yeni rejimin iktidarını temsil eden yapıları oluşturmuştur. Bir anlamda tek parti dönemi cumhuriyet ideolojisiyle şekillenen modern şehir planı oluşturmayı amaçlamıştır. Bu çalışmamızda tek parti döneminde valilik görevi yapmış olan Tevfik Sırrı Gür’ün hayatı, görev yaptığı vilayetlerdeki hizmetleri ele alınarak özellikle Elâzığ valiliği sırasında yapmış olduğu valilik görevi ve hizmetleri incelenecektir.
