An Evaluation on e-Prescribing and Drug Tracking System for Veterinary Medical Products

Abstract

In this study, it is aimed to evaluate the perspective of veterinarians operating in Elazığ. provinceregarding the e-Prescribing and Medicine Tracking System (ITS) for Veterinary Medical Productsmade mandatory by the Ministry of Agriculture and Forestry, and this study also deals with toevaluate how effective the system is in preventing the waste of time and medicine, the applicabilityof the use of e-Prescribing under field conditions, the awareness and reliability of the system. Forthe appointment of the participants, the veterinarians who subscribed in "Chamber ofVeterinarians" was determined by simple random sampling method using the formula for known thenumber of individuals in the population, and applied a survey by interviewing 41 veterinarians.Fourteen questions were asked to the veterinarians about whether they have received e Prescribing training, whether they underwent any administrative or criminal process, the reliabilityof the e-Prescribing, drug savings, unnecessary drug use, increasing the workload, supervision,support of the application, food safety and contribution to health services in our country. It wasobserved that 9.8% of veterinarians were female, 90.2% were male, 60.97% in the age range of25-35, 21.96 in the age range of 35-45, and 17.07% over the age of 45. It was observed that therate of veterinarians who prescribe e-Prescribing between 1-3 in a day was 43.9%, 41.5% between3-7 and 14.6% who prescribe seven or more. Educating breeders about the application of e Prescribing and increasing the inspections will be especially important in terms of food safety.Processing the demographic information of breeders into the e-Prescribing system will also beuseful in this context. Technical arrangements should be made widespread to eliminate the lack ofinfrastructure regarding the system and to increase the working speed of the system. In order tomake the E-prescription system more effective in the field of veterinary medicine, it is envisaged toconduct researches on the opinions, expectations and solutions of veterinarians at the nationallevel.

Bu çalışmada Elazığ ilinde faaliyet gösteren veteriner hekimlerin Tarım ve Orman Bakanlığıtarafından zorunlu hale getirilen Veteriner Tıbbi Ürünleri için E-Reçete ve İlaç Takip Sistemi(İTS)’ne yönelik bakış açılarının değerlendirilmesi, zaman ve ilaç kaybını engellemede sistemin nekadar etkin olduğu, E-reçete kullanımının saha şartlarında uygulanabilirliği, veteriner hekimlertarafından sistemin farkındalığı ve güvenilirliği açısından değerlendirilmesi amaçlanmıştır.Katılımcılar Veteriner Hekimler Odası’na kayıtlı veteriner hekimlerden, evrendeki birey sayısıbilinen örneklem genişliği formülü kullanılarak basit tesadüfi örneklem yöntemiyle belirlenmiş ve 41hekim ile yüz yüze görüşülerek anket uygulanmıştır. Veteriner hekimlere E-reçete eğitimi alıpalmadıkları, idari veya cezai bir süreç geçirmeleri, E-reçetenin güvenilirliği, ilaç tasarrufu, gereksizilaç kullanımı, iş yükünü arttırma, denetim, uygulamanın desteklenmesi, gıda güvenliğine veülkemiz sağlık hizmetlerine katkısı ile ilgili 14 soru sorulmuştur. Veteriner hekimlerin %9.8’ininkadın, %90.2’sinin erkek olduğu, 25-35 yaş aralığında %60.97 35-45 yaş aralığında %21.96 45yaşından büyük olanların oranın ise %17.07 olduğu görülmüştür. Veteriner hekimlerin bir günde 1-3arasında E-reçete yazanların oranının %43.9 olduğu, 3-7 arasında %41.5 yedi ve üzeri yazanlarınoranının ise %14.6 olduğu görülmüştür. E-reçete uygulaması konusunda hasta sahiplerinineğitilmesi ve denetimlerin sıklaştırılması özellikle gıda güvenliği açısından önem arz edecektir. E reçete sistemine hasta sahiplerinin demografik bilgilerinin işlenmesi bu bağlamda da faydalıolacaktır. Sistemle ilgili altyapı eksikliğinin giderilmesi ve sistemin çalışma hızının arttırılmasınayönelik teknik çalışmalar yaygınlaştırılmalıdır. Veteriner hekimliği alanında E-reçete sisteminindaha etkin hale getirilmesi amacıyla ulusal düzeyde hekimlerin görüş, beklenti ve sorunlarınçözümüne ilişkin araştırmalar yapılması ön görülmektedir.
