The budget right from constitutional aspect

Abstract
It is embhasized that the budget right which has been progressed as the same time parliament progress in the article. It is tried to put down to the fact that the budget right is close connected with other constitutional principles and it has some important functions that gives them the real meanings. There are some critics and suggestions in the article abouth how the budget right is managed more active and functional.
Özet
Çalışmada, parlamentonun doğuşuyla eş zamanlı olarak gelişen bütçe hakkı üzerinde durulmuştur. Bütçe hakkının diğer anayasal ilkelerle olan yakın ilişkisi ve çoğu zaman onları anlamlı kılma yönündeki önemli işlevi ortaya konulmaya çalışılmıştır. Bütçe hakkının etkin şekilde nasıl kullanıla- bileceğine yönelik eleştiri ve önerilere yer verilmiştir.
