Fight against the epidemics and endeavors for humanitarian aid in the area of responsibility of the 4th Army Command

4'üncü Ordu Komutanlığı'nın bölgesinde salgın hastalıklarla mücadele ve insani yardım çalışmaları

Abstract

The 4th Army Command is area of responsibility holds an important ground during the First World War, especially in relation to the 1915 incidents. The endeavors for “humanitarian aid”conducted in the 4th Armys area of responsibility has never taken its due place in the agenda. However, the fight given against the epidemics in the region,despite the prevailing negative circumstances,is of utmost importance. The initiatives aiming the development of public health necessitates a thorough evaluation under the consideration of the prevailing circumstances of the day. Attempts for provision of humanitarian aid by the 4th Army Commander Cemal Pasha constitute an inexorable reality.This article aims at explaining these issues under the light of the archivel documents.

Özet

Birinci Dünya Savaşında, özellikle 1915 Olaylarına ilişkin olarak 4’üncü Ordu Komutanlığı’nın Bölgesi önemli bir yer işgal etmektedir. Ancak Türkiye’de 4’üncü Ordu’nun sorumluluk alanı içine giren bölgelerdeki “insani yardım” konusu neredeyse hiç gündeme gelmemiştir. Oysa, burada özellikle salgın hastalıklara karşı verilen mücadele bütün olumsuz şartlara rağmen dikkat çekicidir. Bu bağlamda toplum sağlığına yönelik çabalar da günün şartları içinde değerlendirilmeye muhtaç olmakla beraber 4’üncü Ordu Komutanı Cemal Paşa’nın sivil halka yönelik insani yardım çalışmaları da göz ardı edilemeyecek derecede öneme sahiptir. Bu makalede arşiv belgeleri ışığında işte tüm bu konulara açıklık getirilmeye çalışılacaktır.
