Abstract

During the first years of the First World War, the biggest problem for the Ottoman State in the east Anatolia was the Armenian events. Despite the Ottoman State's good will for the Armenians, some measures had to be taken. Due to the increasing turmoil, rebellions turning to betrayal, dire life conditions of the people behind the front line, the Ottoman State was compelled to enact the law for the relocation of the Armenians. On the other hand, for relocations the state took serious measures concerning the route security, nutrition, and accommodation. Relocated Armenians received land and properties suitable to their financial situation before their migration.

Özet

Osmanlı Devleti'ni I. Dünya savaşının devam ettiği yıllarda Doğu Anadolu 'da en fazla sıkıntıya sokan mesele hiç şüphesiz ki Ermeni olayları olmuştur. Osmanlı Hükümeti'nin bütün iyi niyetine rağmen, olayların giderek artması, isyanların tamamen bir ihanete dönüşmesi, cephe gerisinde savunmasız halkın can ve mal güvenliğinin tehlikeye girmesi bazı tedbirlerin alınmasını gerekli kılmıştır. Osmanlı Hükümeti en son çare olarak Tehcir Kanunu (1915) adıyla meşhur olan Sevk ve İskân Kanunu çıkarmıştır. Ancak hükümet Ermenileri göç ettirirken yol güvenliği, barınma, beslenme gibi tedbirleri en ciddi şekilde temin etmiş, Ermenilere tehcirden evvelki malî durumlarına uygun emlâk, arâzî vererek iskân etmiştir.
