Abstract
Abstract: Relations between the Ottoman Empire and Russia in the 19th century also constitute an important turning point within the history of both states. During this period, the Ottoman Empire has suffered severe defeats against Russia. These defeats have given Russia significant opportunities to fulfill their ambitions over Ottoman territories. During this period, one of the most important aspects effecting Ottoman-Russian relations is Russia's Eastern Anatolian policy and the building of relations with Ottoman Armenians within the framework of this policy.
