Abstract
Gerald Henry Fitzmaurice (1865-1939) served as a dragoman and vice-consul in Istanbul, at the British Embassy from 1907 to 1914 in Istanbul. He was a weasel diplomat navigating the complex Ottoman politics of the time and trying to establish British influence within the Ottoman Government. This study aims to analyze Fitzmaurice s political activities and his report dealing with the troubles caused by the Armenians in 1895-1896. In February 1896, Sultan Abdul Hamid II invited the British embassy to assist in a commission of inquiry into these events of Armenians. This commission consisted two Ottoman officials (Ali Riza Effendi and Mustapha Nedim Effendi) from the vilayet of Aleppo and Fitsmaurice representing the British side. During his travel to Birejik, Ourfa, Adıaman and Behesni he prepared a report which he sent later to the British government. In this article the exaggerated information in this report and their reflection in the European media are evaluated. Thus Fitsmaurice s report consists of misinformation with he explicit aim of trying to create an anti-Ottoman and pro-Armenian view at the time that is based on the victimization of the Armenians of the Ottoman state.

1907-1914 yılları arasında İstanbuldaki İngiliz Büyükelçiliğinde tercüman ve konsolos vekili olarak görev yapan ve Osmanlı siyasetinde etkin bir role sahip olmaya çalışan Gerald Henri Fitsmorisin (1865-1939) kısaca siyasi faaliyetleri ve Ermeni meselesi ile ilgili raporu incelenecektir. 1896 Şubatında Padişah II.Abdülhamit, Ermeni meselesi konusunda bir araştırma komisyonu oluşturmayı İngiliz elçiliğine teklif etmiştir. Bu komisyona İngiliz tarafını temsilen Fitsmoris, Osmanlı tarafını temsilen de Halep Vilayetinden Ali Rıza Efendi ile Mustafa Nedim Efendi katılmıştır. Fitsmoris, 1895-1896 yıllarındaki Ermeni hadiselerini araştırmak amacıyla Birecik, Urfa, Adıyaman ve Besni kazalarına yaptığı gezi sırasında bir rapor hazırlamıştır. Bu çalışmada Fitsmorisin raporundaki mübalağalı bilgiler ve bunların Avrupa basınına yansımaları incelenmiştir. Fitsmorisin raporu dönemin gerçeklerini yansıtmamakta, aksine İngiltere ve uluslararası kamuoyu nezdinde Osmanlı karşıtlığı ve Ermeni mazlumiyeti ve mağduriyeti algısı oluşturma çabasını göstermektedir.
