POST-WAR PROJECTIONS OF SIR MARK SYKES ABOUT OTTOMAN FRONTIERS IN THE NEAR EAST

Abstract
When Russia had disclosed in 1917 secret treaty of Sykes-Picot Agreement to the great embarrassment of the Allies, all war aims of the Triple Entente had become public. As is known, the Sykes Picot Agreement had been made during World War I between Great Britain and France, with the assent of imperial Russia, for the dismemberment of the Ottoman Empire. Important as it is from its many aspects, the main purpose of this article is not to analyse Sykes-Picot treaty nor evaluate foreign policies of the Entente Powers towards the Ottoman Empire during WW1. My aim here is to reveal hitherto unpublished draft documents of Sir Mark Sykes relating to the Sykes-Picot Agreement, and show what Mark Sykes had had in mind about the partitioning of the Ottoman Empire in case of an Entente victory in the aftermath of the ongoing war. Another aim is to demonstrate the role of the opinions of Mark Sykes in making the treaty of Sykes-Picot. As has been said, although the documents at hand are drafts only, the author is of the opinion that these notes of Mark Sykes are of importance in understanding the imperialistic ambitions of Britain towards the Ottoman Empire. Having this in mind, the author tries to analyse the foreign policies of the Entente Powers in general and the British particular towards the Middle East. This article amply demonstrates that Mark Sykes had played crucial role in the making of the Sykes-Picot Agreement and worked strenuously to bring strategic importance of Mesopotamia and Southern Caucasia (Armenia) to the attention of the British Government. The author also concludes that Mark Sykes was able to persuade his superiors in the Whitehall how important it was to partition the Ottoman Empire for the future of British presence in Basra and for the security of India. This article also offers great contribution to the understanding of demographic and ethnic compositions of Eastern Anatolia, Iraq and Syria and also of the role of the various actors in struggle for mastery in the Ottoman East.

I. Dünya savaşının henüz başlarında, Osmanlı devletinin gizlianlaşmalarla nasıl paylaşıldığı Sykes-Picot Anlaşmasının Rusya tarafından1917 sonlarında ifşa edilmesiyle ortaya çıkmıştı. Ancak bu makaleninkonusu, bu anlaşma ya da savaşın seyri sırasında İtilaf devletlerininpolitikalarını analiz etmek değildir. Bu makalenin en önemli amaçlarındanbirisi Sykes-Picot anlaşmasının mimarlarından Mark Sykes’ın özelarşivinde yer alan notları ışığında, onun Ortadoğu’yu dizayn planlarınıortaya çıkartmaktır. Diğer bir amacımız Mark Sykes’ın strateji ve bölgeuzmanlığının, İngiltere, Fransa ve Rusya arasında imzalanan Sykes-Picotanlaşması üzerindeki etkilerini değerlendirmektir. Onun henüz ülkemizdearaştırma konusu yapılmayan özel notlarını literatüre kazandırmak dabüyük önem taşımaktadır. Makalenin ana kaynaklarını Mark Sykes’ın özelnotları oluşturduğundan ve temel amaç onun savaş sonrası Ortadoğu veGüney Kafkasya’yı nasıl planladığını vurgulamak olduğundan, buçalışmada, genel olarak İtilaf devletlerinin özel olarak İngiltere’nin bölgesiyaseti analiz edilmeye çalışılmamıştır. Bu çalışma, taslak metinlerüzerinden de olsa, ilk kez bir İngiliz diplomatın Osmanlı topraklarıüzerindeki stratejisini ortaya koymaya çalışmaktadır. Elimizdeki özel notlarda göstermektedir ki kıdemli bir bölge uzmanı olan Mark Sykes, anlaşmanın şekillenmesinde çok büyük rol oynamış, İngiliz Dışişlerine Ermeni sorunu, Irak,Doğu Anadolu, ve Suriye’nin Britanya İmparatorluğunun stratejik hedefleriaçısından önemini anlatmaya çalışmıştır. Bu amaçla, hem bölgenin stratejiknoktalarını tespit etmiş hem de bölgede yaşayan halklar ve siyasi eğilimlerinianaliz etmiştir. Bu analiz ve tespitler sadece o dönemin anlaşılması için değil,Kafkasya’da halen süren hakimiyet mücadelesinin ve faal aktörlerininanlaşılması için de büyük önem taşımaktadır.
