THE OTTOMAN GOVERNMENT’S POLICIES OVER THE ARMENIAN SOLDIERS IN THE OTTOMAN ARMY AND THEIR FAMILIES AFTER THE TEMPORARY RELOCATION AND RESETTLEMENT LAW

Abstract

This Article aims at evaluating the conflicting situation that arose after the issuing of the decree pertaining to the not subjecting Armenian soldiers and their families to relocation, and the alleged claims regarding the killing of the Armenian soldiers in the Ottoman Army on the grounds that “Law of Temporary Transfer and Relocation,” within the concept of Hermeneutical approach to history. The Events of 1915 are among the topical issues in both the Turkish and Armenian agenda. Armenians persistently attribute alleged claims of “genocide” to Turkey and to the Turkish people. What lies behind the exertion in trying to keep this problem at stake is the refutation of “genocide” claims by the Turkish. However, these accusations are not “denials” as alleged by the Armenians, but the very fact that indicating Armenian denials of scrutinizing the events under the prevailing remorseless circumstances of the times. Hermeneutic evaluation of the documents is one of the fundamental approaches in writing of history. This approach, while preventing the rise of false notions, is accepted as one of the prerequisites of the field of history in becoming a firmly set discipline. Within the framework of Events of 1915 Armenia/Armenians, attributing claims of so-called “genocide” to Turkey, advocate that soldiers of Armenian descent were killed after having been enlisted. However, the Ottoman State, two months after the implementation of the Law of Temporary Transfer and Relocation, was able to issue the orders preventing the soldiers of Armenian and their families from relocations.

Bu makale, Geçici Sevk ve İskân Kanunu ile Osmanlı Ordusundagörevli Ermeni askerlerin katledildikleri yönündeki ithamları ve OsmanlıDevleti tarafından Ermeni asker ve onların ailelerinin sevk edilmeyeceğihakkında alınan kararnamenin mevcudiyetinden doğan çelişkili durumudeğerlendirmeyi hedeflemektedir.1915 Olayları, hem Türklerin hem de Ermenilerin gündeminde olan konulararasındadır. Ermeniler 1915 Olayları ile ilgili Türklere/Türkiye’ye süreklisoykırım suçu isnat etmektedir. Ermenilerin bu sorunu gündemde tutmaçabasının arkasında, soykırım suçlamalarının Türkler tarafından kabulgörmemesi yatmaktadır. Oysaki bu suçlamalar Ermenilerin iddia ettiği gibibir inkâr değil, Ermenilerin dönemin olaylarını, dönemin koşullarına göredeğerlendirilmesi gerekliliğini görmezden gelmeleridir. Bu minvaldeHermeneutik bir bakış açısıyla tarihi metinlerin dönemin koşullarına göreyorumlanması, tarih yazıcılığının temel ilkelerinden biridir. Tarihi yanılsamaların önüne geçecek olan bu yaklaşım tarih ilminin bir bilim dalıolarak temellenmesinin koşullarından biri sayılmaktadır. 1915 Olaylarıçerçevesinde Türkiye’ye karşı soykırım suçu isnat eden Ermenistan/ErmenilerBirinci Dünya Savaşı’nda Ermeni kökenli erkeklerin askere alındıktan sonrakatledildiklerini iddia etmektedir. Oysaki Osmanlı Devleti, Geçici Sevk ve İskânKanunu’nun yürürlüğe girmesinden iki ay sonra Ermeni asker ve onlarınailelerinin sevk edilmemesi hakkında karar alabilmiştir.
