A risk-based multiple coverage model for locating fire stations in İstanbul

Abstract
The locations of emergency medical service (EMS) and fire stations are vital to achieve an effective and safe emergency response system. As a community grows, it may become necessary to replace existing emergency stations or add more stations to satisfy the increasing public demands for emergency responses. In recent years, locating EMS and fire stations has gained more importance in a city with growing population and heavy traffic conditions such as Istanbul. In this paper, we address the siting of fire stations in Istanbul using a risk-based multiple coverage model. In this model, each demand point is required to be serviced from two or three stations within the desired time limits identified for different risk categories. We first solve this model optimally to determine the locations of the new fire stations in Istanbul; then we conduct an experimental study to elaborate on the complexity of the model.
Özet
Acil müdahale gerektiren afet, kaza, hastalık, yangın ve benzeri her türlü durumda hizmete ihtiyaç duyan kişiye ve bölgeye ulaşma süresi can ve mal güvenliği açısından çok kritiktir. Dolayısıyla nüfus değişimlerine paralel olarak mevcut acil yardım ve itfaiye istasyonlarının yenilenmesi veya açılacak istasyonların yerlerinin etkin planlanması çok önemlidir. Özellikle yoğun nüfus ve trafik faktörüne sahip İstanbul gibi bir büyük şehirde bu planlamanın önemi daha da artmıştır. Bu çalışmada, İstanbul’daki itfaiye istasyonlarının yerlerinin seçimine yönelik risk faktörüne dayalı bir çoklu kapsama modeli sunulmaktadır. Bu modelde bölgelere, risk sınıflarına bağlı olarak farklı müdahale süreleri içinde iki veya üç farklı itfaiye istasyonundan müdahale edilmesi söz konusudur. Makalede, önce İstanbul’da yeni açılacak itfaiye istasyonlarının yerlerini belirlemek üzere bu modelin eniyi çözümleri elde edilmekte; daha sonra eniyi çözümü elde etmenin zorluğu bir deneysel çalışmayla incelenmektedir.
