Some observations on the transition charges of çapakçur bridge

Abstract
The statement of Mukâtaa-i Ubûr-ı Cisr-i Çapakçur was recorded in archival resources; today we can simplifythis statement as The Transition Charges of Çapakçur Bridge . The word Ubûr means "passing" and the word cisr means "bridge". According to the investigation made under the title of " The Transition Charges ofÇapakçur Bridge , the Çapakçur Bridge had been one of the most important gates of the region throughout thehistory which was established on road between Diyarbekir-Çapakçur throughout history and at the Classical Ageof Ottoman. There are different views on the location of Çapakçur Bridge. The passengers paid a certain amountof akches for passing. This application is similar to today's modern toll bridges. During the periods ofAkkoyunlular, the governor of Çapakçur İsfahan and Ottoman, this application had been continued in a well-disciplined way. The financial portrait of transition akche is fitted on a law framework at the times of the lord ofAkkoyunlu Uzun Hasan, Sultan Selim the Stern and Suleyman The Magnificent. At the early times of Ottoman,the miri goods-obtained from the bridge- had been allocated to the governor of Çapakçur; İsfahan bey. Thenthose goods were reserved for Sultans. Later, those goods were given to those flag officers who have malikâne.After a while, these ber vech-i malikâne charges were tendered to the notables of the region. A conflict betweenthose who wanted to keep the possession of the bridge incomes appeared at the beginning of XIX century.Mukataa had been continued until the Tanzimat period.

Arşiv kayıtlarında geçen şekliyle Farsça Mukâtaa-i Ubûr-ı Cisr-i Çapakçur tamlaması, Çapakçur KöprüsüGeçiş Mukataası manasına gelmektedir. Ubûr sözcüğü, Arapça geçmek ; cisr sözcüğü, köprü demektir.Bu ifade ile kastedilen Diyarbekir-Çapakçur (Bingöl) yolu özerinde kurulmuş Çapakçur Köprüsü, tarih boyuncave Osmanlı Devrinde bölgenin önemli geçitlerinden biri olmuştur. Mukataaya konu olan ÇapakçurKöprüsünün yeri konusunda farklı görüşler mevcuttur. Buradan geçenler belli bir miktar geçiş akçesi ödemiştir.Uygulama, zamanımızın modern köprülerinden geçiş karşılığında para alınması işine benzemektedir.Akkoyunlular, Çapakçur Beyi İsfahan Bey ve Osmanlılar zamanında geçiş akçesi uygulaması tam bir disiplinledevam ettirilmiştir. Akkoyunlu Uzun Hasan, Yavuz Sultan Selim ve Kanuni Sultan Süleyman gibi padişahlarzamanında geçiş akçesinin mali portresi hukuki bir çerçeveye oturtulmuştur . Osmanlı idaresinin ilk zamanlarındaköprüden elde edilen mirî malı, Çapakçur Beyi İsfahan Beye tahsis edilmiştir. Ardından padişah hassı olarakayrılmıştır. Daha sonra ber vech-i malikâne sancak beylerine verilmiştir. Bir süre sonra, ber vech-i malikânemukataa olarak mahallin ileri gelenlerine iltizam olarak ihale edilmiştir. XIX. yüzyıla doğru köprünün mukataagelirini tasarrufunda bulundurmak isteyenler arasında anlaşmazlık baş göstermiştir. Mukataa, muhtemelenTanzimat dönemine kadar devam etmiştir.
