Professional Development of Teachers: Obstacles and Suggestions

Abstract
In order to improve the quality in education, it is important to determine theobstacles on the way of professional development of teachers and develop suggestions toremove these obstacles. The aim of this research is to determine the obstacles on the way ofteachers’ professional development and develop suggestions accordingly. Data of the researchwas gathered from 24 participants via open-ended questions with the answers written. Thedata were analyzed via qualitative research methods using content analysis. According to theviews of the teachers and the administrators, the obstacles for teachers’ professionaldevelopment are based on legal, pedagogical, executive and social reasons. Especially theinsufficiency of selection, emplacement and employment of teachers, uncertainty ofeducational politics, perpetual change of education system, insufficiency of teachers’organizations and teachers’ lack of a goal and motivation are viewed as the obstacles forteachers’ professional development. According to the results, the following can be suggestedin order to remove the obstacles for teachers’ professional development: regulation inteachers’ selection, emplacement and employment, promotion of educational policies andschedules supporting teachers’ professional development, formation of a healthy careerplanning system, providing learning oppurtunities for a life time and management of everychange in education as a governmental policy.

Eğitimde niteliğin geliştirilebilmesi için öğretmenlerin meslekî gelişimlerinin önündekiengellerin belirlenmesi ve bu engellerin ortadan kaldırılmasına yönelik öneriler geliştirilmesibüyük önem taşımaktadır. Bu araştırmanın amacı, öğretmenlerin meslekî gelişimlerininönündeki engelleri belirlemek ve bu alana yönelik öneriler geliştirebilmektir. Araştırmada, 24katılımcıdan açık uçlu sorular yardımıyla yazılı olarak elde edilen veriler, nitel araştırmayöntemleri ile incelenerek içerik analizi yardımıyla değerlendirilmiştir. Öğretmen ve yöneticigörüşlerine göre, öğretmenlerin meslekî gelişimlerinin engelleri; yasal, pedagojik, yönetsel vetoplumsal nedenlere dayanmaktadır. Özellikle, öğretmen seçme, yetiştirme ve istihdamınınyetersizliği, eğitim politikalarındaki belirsizlik, eğitim sisteminin sürekli değişmesi, öğretmenörgütlenmesinin yetersizliği, öğretmenlerdeki amaç ve motivasyon eksikliği ile öğretmenlerinkariyer gelişimlerinin sağlanamaması, meslekî gelişimin engelleri olarak görülmektedir.Araştırma bulgularına göre, öğretmenlerin meslekî gelişimlerinin önündeki engellerin ortadankaldırılabilmesi için, öğretmen yetiştirme, seçme ve istihdamının yeniden düzenlenmesi,öğretmenlerin meslekî gelişimlerini sağlayacak eğitim politikası ve eğitim planlamasıyaklaşımlarının esas alınması, sağlıklı bir kariyer planlaması sistemi oluşturulması, yaşamboyu öğrenme olanaklarının sağlanması, eğitimde yapılacak her türlü değişikliğin devletpolitikası olarak yürütülmesi önerilebilir.
