Economic Crisis and Turkish Social Security System: Could We Provide Adequate Protection?

Abstract

This study aims to investigate how Turkish social security system has responded to the recent economic crisis in terms of income security and access to health services. Income security is restricted with the active and passive labour force policies. Access to health services is evaluated as part of reforms on social security and health sector. Firstly a short assessment is made on the global economic crisis and its effects, then the effects of the crisis on the Turkish economy is evaluated in terms of macroeconomic status, workforce market trends, income distribution and poverty. Then, the transformation of the Turkish social security system and the question of whether it has achieved its aims or not is discussed shortly. The study discusses how Turkish social security system has responded to the recent economic crisis in terms of income security and access to the health services widely and concludes that it has been insufficient in providing adequate protection against both the income security and access to the health services.

Özet

Çalışma, Türkiye'de sosyal güvenlik sisteminin son ekonomik krize nasıl yanıt verdiğini, gelir güvencesi sağlama ve sağlık hizmetlerine erişim özelinde sorgulamayı amaçlamaktadır. Gelir güvencesi sağlama, aktif ve pasif işgücü politikaları ile sınırlı tutulmuştur. Sağlık hizmetlerine erişim ise sosyal güvenlik ve sağlık alanındaki reformlar çerçevesinde değerlendirilmiştir. Bu kapsamda, önce küresel ekonomik kriz ve etkileri üzerine kısa bir giriş yapılmakta, ardından küresel ekonomik krizin Türkiye ekonomisine etkileri makroekonomik göstergeler, işgücü piyasası eğilimleri, gelir dağılımı ve yoksulluk boyutlarıyla incelenmektedir. Devamında, Türk sosyal güvenlik sisteminde yakın dönemde gözlenen dönüşüme ve dönüşümün amaçladığı hedeflere ulaşıp ulaşmadığına kısaca yer verilmektedir. Türkiye'de kriz döneminde gelir güvencesi ve sağlık hizmetlerine erişimin ayrıntılı bir şekilde tartışıldığı bölüm, Türk sosyal güvenlik sistemindeki dönüşümün hem gelir güvencesi hem de sağlık hizmetlerine erişim yönünden gerekli korumayı sağlamada yetersiz kaldığı sonucuna varmaktadır.
