Education in the mother tongue in the context of the right to education

Abstract

In Turkey, people's desire to learn and use their mother tongue in daily life, let alone the demand for schooling in the mother tongue, have often been considered separatist requests which are perceived as a threat to the unitary nation-state. However, the approach that divides the people, promotes hierarchies and excludes is the one which imposes the language of the ethnic majority as the only acceptable language in the public space. In this article, I argue that the right to education in the mother tongue should be taken as an inseparable component of the right to education, and is a necessary condition for equality in education. Recognition of and respect for individual's identities also implies thg recognition of their right to receive public education in their mother tongue. The recognition of this right should not be perceived as a threat that may divide the country. On the contrary, it would contribute to and is a precondition of the democratic inclusion and participation of different ethic groups in society. Other important reasons to defend education in the mother tongue are based on pedagogical evidence in favor of this practice, and the existence of many successful models in a number of countries in the wo which recognize the right to education in the mother tongue, and are therefore committed to the provision of it in public schools.

Türkiye'de herkes için anadilinde eğitim, hatta anadilinin öğrenilmesi ve konuşulması çoğunlukla toplumu bölme tehlikesi olan bir talep olarak görüldü. Halbuki, bölen, dışlayan ve hiyerarşileri artıran yaklaşım, gücü elinde bulunduran etnik egemen çoğunluğun dilini ülkede yaşayan tüm halklara tek anadil olarak dayatılması olmuştur. Bu makalede, anadilinde eğitim halckmın, eğitim hakkının ayrılmaz bir bileşeni ve eğitimde eşitlik ilkesini hayata geçirmenin koşulu olduğunu, ayrıca, bireyin kişilik ve kimliğine saygının anadilini geliştirme hakkını da kapsaması gerektiğini ve bu hakkı tanımanın toplumları bölen değil, aksine birleştiren, halkların beraber yaşamalarını kolaylaştıran ve destekleyen bir yaklaşım olduğunu savunacağım. Bunun yanında, anadilinde eğitim alanındaki araştırmalar ve farklı ülkelerdeki deneyimler de anadilinde eğitimi destekleyen pedagojik temelli güçlü argümanlar sunmaktadır.
