Big bourgeoisie and education in Turkey a critical analysis of Turkish industry and business association's education reports

Abstract
The interest of Turkish big bourgeoisie in problems of public education is fairly new. Turkey took some economic decisions to become a market economy after 1980. To achicve a market economy and integrate into the globalization, country's social structure, particularly educational system as well as economical structure has underwent a capitalist structural transformation. Many international capitalist organizations, particularly the World Bank and IMF demanded the Turkish governments to rearrange its public education system to train the needed manpower for markets. Turkish big bourgeoisie played a political and economic role to enforce the national governments after 1990 to respond to this demand more effectively, hereby it began to effect national governments with the thesis that the workforce trained in public education now does not meet their changed needs. The most common method of influencing the national governments has been to show the mismatches between highly globalized world economy and public-education through the recent data and to impress them to accept their neo-lil>eral educational policies. This paper aims at making a critical content analysis of fourteen educational reports, among over 2(X) reports on various issues published since 1990, produced by Turkish Industry and Business Association (TÜSİAD) which is stil the most powerful organization in Turkish big bourgioisie. It has two thesis: First, the ideas in these reports which caused the public education to be neo-liberalized were handled in detailed way, and accordingly, this has been influential on political parties in rule, especially neo-liberal Islamist Justice and Development Party (AKP) which came to power in 2002. Second, the public education came to the point of collapse by implementing these neo-liberal ideas based on reports.

Türkiye'de büyük burjuvazinin ülkenin örgün ve yaygın eğitim sistemine ilgisi oldukça yenidir. I980'de Türkiye, aldığı ekonomik kararlarla piyasa ekonomisine geçmiştir. Bu uğurda ülkenin ekonomisi kadar sosyal yapısı, bilhassa eğitimi yapısal bir dönüşüme uğramıştır. Başta Dünya Bankası, IMF olmak üzere birçok uluslar arası kapitalist örgüt. Türkiye'de piyasa ekonomisinin yerleştirilmesi için kamusal eğitim sisteminin öncelikle piyasaya işgücü yetiştirecek şekilde yeniden düzenlenmesini talep etmiştir. Bu talebe I990'dan sonraki hükümetlerin daha etkin yanıt vermesi için Türk büyük burjuvazisi siyasal ve ekonomik bir rol almıştır. Büyük burjuvazi, kamusal eğitim sisteminin yetiştirdiği işgücünün artık kendi ihtiyaçlarını karşılamadığı teziyle ulusal hükümetleri etkilemeye başlamıştır. Bu etkilemenin en bilinen yöntemi, küreselleşen dünya ekonomisi ile kamusal eğitim sistemleri arasındaki çelişkileri veriler üzerinden göstermek ve hükümetleri kendi eğitim politikaları üzerinden etkilemek olmuştur. Bu makale, Türkiye'de büyük burjuvazinin en güçlü örgütü olan Türkiye Sanayici ve İşadamları Derneği 'nin (TÜSİAD) I990'dan bugüne değin çeşitli konulara ilişkin olarak yazdırdığı 2()0'ün üzerindeki rapordan eğitime ilişkin olan 14 adet raporun eleştirel bir içerik analizini yapmaktadır. Makalenin iddiası, bu raporlarda kamusal eğitim sisteminin neoliberalleştirilmesine neden olan düşüncelerin incelikle işlendiği ve bunun 2002'den bu yana iktidarda olan neoliberal İslamcı AKP üzerinde çok etkili olduğudur.
