KRiZLERi ÖTELIğMEDE SAVAŞLARIN İKTİSADİ ETKILERİ UZERİNE BİR TARTIŞMA1

Abstract

In this paper, crisis is defined as the blockage of the capital accumulation due to the law of tendency of the rate of profit to fall, and factors which could change the downward trend of the average profit rate in the opposite direction are also presented. Factors leading to crises and the ones deferring the crises show differences in the process of business cycles and long waves. In this paper, the effects of war, with its broad content, on postponing the crises in the process of business cycles and long waves have been examined theoretically. Moreover, the effects of the wars between 1970 and 2000 have been tested empirically by using relevant economic data.

Özet

Makalede, kriz, ortalama kâr oranlarındaki düşme eğilimi nedeniyle sermaye birikiminin tıkanması olarak tanımlanmış ve bu eğilimi tersi yönde harekete geçirebilecek etkenler tanımlanmıştır. Söz konusu krizlere neden olan gelişmeler ve krizleri öteleyebilen etkenler, sınaî çevrim ve uzun dalga süreçlerinde farklılıklar göstermektedir. Makalede geniş içeriğiyle savaşların, sınaî çevrimler ve uzun dalgalar sırasındaki krizleri ötelemedeki etkileri, hem teorik olarak incelenmiş hem de 1970--2000 yılları arasında yaşanmış olan savaşların etkileri ilgili iktisadî veriler aracılığıyla ampirik olarak sınanmıştır.
