A Content Analysis on the Aims and Activities of Distance Learning Centers in Turkey in Context of Globalisation and Transformation of Higher Education

Abstract

When the pratices generated by the transformation in the field of higher education by the effect of the opportunities which globalisation and communication technologies offer is evaluated; it is seen that the interest and demand to distance learning is increasing in Turkey as it is in the world both individually and in context of education policies of the governments. This situation becomes much clearer as the number of Distance Learning Centres, which are university extension organizations, is increasing day by day. In order to determine the aim, content and operation of these organisations and to evaluate from which need they emerged; it is needed to talk over the transformation that took place as a result of globalisation process in universities, to which Distance Learning Centres are bounded, by linking it to basic problems that determine educational agenda. Thus, this study aims to analyse the aims and activities of DLCs by grounding on the regulations of Distance Learning Centres bounded to universities and the visions and missions that DLCs expresses via web sites. In this study, the regulations of 84 DLCs bounded to universities in Turkey and the writings on their web pages are reached and a content analysis is done on them. As the population, all regulations are taken and all of them are analysed without sampling.

Özet

Küreselleşme ve iletişim teknolojilerin sunduğu olanakların etkisiyle yükseköğretim alanındagerçekleşen dönüşümlerin ortaya çıkardığı pratikler değerlendirildiğinde; tüm dünyadaolduğu gibi Türkiye’de de uzaktan eğitime olan ilgi ve talebin hem bireysel düzeyde hem dehükümetlerin eğitim politikaları bağlamında arttığı görülmektedir. Bu durum, üniversitelerebağlı örgütlenmeler olan Uzaktan Eğitim Merkezlerinin (UZEM) sayısının her geçen günartmasıyla daha da netlik kazanmaktadır. Bu yeni tip örgütlenmelerin amaç, kapsam veişleyişinin belirlenebilmesi ve hangi ihtiyaçtan ortaya çıktıklarının değerlendirilebilmesi içinbunun; eğitim gündemini belirleyen temel problemlerle ilişkilendirilerek, UZEM’lerin bağlıbulundukları üniversite kurumunun küreselleşme süreci sonucu dönüşümünün ele alınmasınaihtiyaç duyulmaktadır. Böylece bu çalışmayla üniversitelere bağlı uzaktan eğitim merkeziyönetmelikleri ile UZEM’lerin web siteleri yoluyla ifade ettikleri vizyon ve misyonlarıesas alınarak bu bağlamda amaç ve faaliyetlerinin çözümlenmesi amaçlanmıştır. ÇalışmadaTürkiye’deki üniversitelere bağlı 84 UZEM’in yönetmeliklerine ve web sayfalarındaki tanıtıcıyazılara ulaşılarak bunlar üzerinde içerik analizi yapılmıştır. Tüm yönetmelikler ile vizyonmisyon ifadeleri evren olarak alınmış ve örneklem alınmadan tümü analize tabi tutulmuştur.
