The Governance Discourse as The Depoliticisation of Economics in the Programmes of Mainstream Turkish Political Parties

Abstract

In recent years, there has been an increase over the debates with regards to the ways andmethods to be pursued in the struggle against corruption . Parallel to this increase; politicalparties have been updating their suggestions. One of the main discourses in this regard is thegovernance perspective which is constructed around the idea of depoliticisation of decision making processes in the economic sphere. Even though the governance approach is reflected asa neutral-depoliticised and independent process; the truth is different. The governance modelwhich was developed to cure the neoliberal crises depends on a class strategy. This model aimsto exclude the people from the decision making processes and to consolidate the capitalist classhegemony in the economic processes.From this perspective; the general consensus among the different political parties concerningthis neoliberal approach in relation to the economic decision making processes is underlinedin this article. The increasing tendency of standardisation in the party programmes is alsoevaluated from a critical perspective.

Son yıllarda yolsuzlukla mücadele de takip edilecek yol ve yöntemler üzerindeki tartışmalarartmıştır. Bu artışa paralel olarak; siyasal partiler de önerilerini güncellemiştir. Bu noktadaöne çıkan söylemlerden birisi de, ekonomiyi politik etkilerden arındırma etrafında şekillenenyönetişim yaklaşımıdır. Yönetişim yaklaşımı tarafsız-politikadan bağımsız bir süreç gibisunulsa da; gerçeklik farklıdır. Neoliberal krize karşı geliştirilen yönetişim modeli; bir sınıfsalstratejiye dayanmaktadır. Bu model; karar süreçlerinden halkın dışlanmasını ve ekonomiksüreçlerde sermaye egemenliğinin pekişmesini garanti altına almayı amaçlamaktadır. Bu çerçevede makalede, farklı siyasal partilerin ekonomik karar süreçlerine dair bu neoliberalyaklaşım konusundaki mutabakatının altı çizilmekte ve Türkiyede anaakım siyasal partilerinprogram düzeyindeki aynılaşması eleştirel bir perspektifle değerlendirilmektedir.
