State of Using Mobile Libraries of the Disabled Users

Abstract

Due to the limited library usage possibilities of the disabled, mobile library services which are perceived to be easier to influence are thought to be necessary to address this problem. In this context it is aimed to search the state of usage and accessibility to mobile services of the Disabilities. In accordance with this purpose, it is planned to develop new services for them and it is tried to determine how information retrieval could be made more efficient and easier for them as well. The libraries which have mobile services nationwide were tried to reached through this study process and surveyed to examine whether these services are utilized effectively by those with disabilities. . Hypothesis of this study: " Mobile libraries remain incapable of meeting the needs of the people with disabilities" The results indicated that the hypothesis was confirmed. In this context suggestions are presented that libraries should consider the needs of disabled users and consider also to have exclusive service for them when developing their mobile library collections and services.

Özet

Engelli nüfusun kütüphane kullanım olanakları sınırlı olduğundan, onlara bu hizmeti kolaylıkla alabilmelerini sağlayacak olan gezici kütüphanelerden yararlanmalarının gerekli olduğu düşünülmektedir. Bu kapsamda engelli bireylerin gezici kütüphaneleri kullanabilme ve gezici kütüphaneye erişilebilirlik durumlarının incelenmesi amaçlanmıştır. Bu amaç doğrultusunda, engellilere yönelik yeni hizmetler geliştirilmesi ve onların bilgiye erişimlerinin nasıl kolaylaştırılabileceği tasarlanmaktadır. Bu hizmetlerin etkin biçimde kullanılıp kullanılmadığını sorgulamak amacıyla, ülke çapında gezici kütüphane hizmeti sunan kütüphanelere ulaşılmaya çalışılmış ve anket uygulanmıştır. Türkiye'de 32 adet gezici kütüphane olduğu tespit edilmiş, 24 kütüphanenin iletişim bilgilerine ulaşılabilmiştir. Mail yoluyla gönderilen 24 anketten 13 tane geri bildirim alınabilmiştir. Çalışmanın hipotezi: "Türkiye'de gezici kütüphaneler, engellilere yönelik hizmet sunmada yetersiz kalmaktadır." olarak belirlenmiştir. Elde edilen bulgular hipotezin doğrulandığını göstermiştir. Bu bağlamda gezici kütüphanelerin dermelerini ve hizmetlerini geliştirirken engellilerin gereksinimlerini dikkate almaları ve ayrıca onlara yönelik ayrıcalıklı hizmetler geliştirmesi gerektiği biçiminde öneriler sunulmuştur
