Multiculturalism in public Library Services and Samples of Advanced practices

Abstract

The prerequisite for the development in the framework of the ethnic and cultural diversity with respect to the structure of the globalizing world is equal representation of rights and freedoms of all individuals and groups regardless of the age, sex, religion and belief, language, culture and other differences, and protection of them with the legal rationales with the state policies. In this sense, multiculturalism which is a safeguard for the cooperation, in other words, pluralist and multiculturalist approach is a phenomenon that should be interiorized in the state mechanisms and social layers. Public libraries are the tools which make the most contributions with their informative, educational, cultural and similar functions to the multicultural groups if and when it develops plans and policies in line with their requisitions. The objective of this study is to examine the importance of the multicultural service approach in the public libraries and observe the status of Turkey together with the country samples with advances implementations in the world. It is believed that public libraries which render services by adopting the multicultural structure will make it possible for different cultures to be in consensus, distant from the prejudices and discrimination and will create awareness by cultivating the collective conscious of the society with this perception

Özet

Gittikçe küreselleşen dünyamızın yapısına ilişkin etnik ve kültürel çeşitlilik çerçevesinde gelişmenin ön koşulu, tüm birey ve grupların hak ve özgürlüklerinin, yaş, cinsiyet, din, inanç, dil, kültür ve benzeri farklılıklarına bakılmaksızın olabildiğince eşit biçimde temsili ile bu yapının devlet politikaları ve yasal dayanaklarla korunmasıdır. Bu bağlamda ortaya çıkan ve beraberliği sağlayacak bir harç niteliği taşıyan çok-kültürlülük, bir başka deyişle çoğulcu ve çok-kültürcü anlayış tüm devlet mekanizmaları ve toplumsal katmanlarda içselleştirilmesi gereken bir olgudur. Halk kütüphaneleri, bilgi verici, eğitsel, kültürel ve benzeri işlevleri ile çok-kültürlü grupların gereksinimleri doğrultusunda plan ve politikalar geliştirmeleri durumunda bu harcı en fazla sağlamlaştıran araçlardır. Literatüre dayanan bu çalışmada halk kütüphanelerinde çok-kültürlü hizmet anlayışının önemi ve dünyada bu anlamda ileri uygulamaları olan ülke örnekleri ile beraber Türkiye'deki durumun irdelenmesi amaçlanmaktadır. Çok-kültürlü yapıyı benimseyerek hizmet veren halk kütüphanelerinin, önyargılar ve ayırımcılıktan uzak, farklı kültürlerin uzlaşı içinde buluşması olanaklarını sunan zeminler olacağına ve toplumun kolektif bilincini bu anlayışla besleyerek farkındalık yaratacağına inanılmaktadır.
