Vocational and Technical Education Policies from the State-Capital Relations Perspective

Abstract

This research problematizes the way how education is a means for the labour market restructuring and tries to understand the aim of establishing an organic relation between education and labour market. In the first place, vocational education policies are seen as a part of the process of restructuring state-capital relations within the scope of neoliberalisation. Within the context of transformation of regime of production and global competition; for public policy makers, problems of education and skilling the labour force or the question of its productivity and quality appear as significant concerns. By this means, regulations of vocational and technical education are being presented as irrevocable for the national interest. Increasing interest on vocational education should be thought in terms of the ideological and economic reproductive functions of the education system that will also enable to discuss the issue with reference to concepts such as accumulation strategy and hegemonic project. In this regard, this research questions the function of vocational education and its distinctive meaning for the neoliberal restructuring

Özet

Bu çalışma Türkiye'de eğitim meselesinin işgücü piyasasının bir fonksiyonu haline gelmesini; eğitim ile işgücü piyasası arasında kurulmak istenen organik ilişkiyi konu edinmektedir. Mesleki eğitim politikaları öncelikle devlet-sermaye ilişkilerinin neoliberal proje kapsamında yeniden yapılandırılmasının bir parçası olarak okunmaktadır. Değişen üretim rejimi ve küresel rekabet bağlamında, işgücünün söz konusu rekabet koşullarına göre eğitilmesi ve vasıflandırılması veya niteliğinin ve verimliliğinin arttırılması kamu politikası aktörlerinin temel gündemlerindendir. Bunu mesleki eğitim politikası düzenlemelerinin genel bir çıkar olarak sunulması izlemektedir. Mesleki eğitime dair artan bu ilgiyi, eğitimin ekonomik ve ideolojik yeniden üretimci işlevleri gözetilerek; birikim stratejisi ve hegemonya projesi kavramları ile tartışmak hedeflenmektedir. Çalışmada eğitimin, daha özelde mesleki eğitimin işlevine ve bu işlevin neoliberal yeniden yapılandırmadaki özgün rolüne bu kavramsal çerçeve ile bakılmaktadır
