The Role of Public Library Services in the Educational and Cultural Development of Housewives: The Case of Kastamonu Province

Abstract

In the historical process, the effect of patriarchal order, male hegemony and traditional gender roles and the problem of the housewife being "unidentified" in the socio-economic sense; creates an apprehension of positioning the woman in a male and house dependent manner, and also has a negative effect on the educational, cultural and social development of the woman. This problem continues to exist even in developed countries, naturally, its greatest impact is on developing societies. In this study, the institutions and organizations that have effect in the solution of the problem and, mainly the role of public libraries are examined; and the interviews, observations and a questionnaire survey with related institutions and organizations in Kastamonu Province support the study. The institutions and libraries interviewed for this purpose are Kastamonu Public Education Center, Kastamonu Provincial Directorate of Turkish Employment Agency, Kastamonu Provincial Public Library and Kastamonu Municipal Library. In addition to this, the survey applied to 122 randomly selected housewives and the findings obtained from interviews with aforementioned housewives and the needs of women are evaluated and suggestions are presented.

Özet

Tarihsel süreçte, ataerkil düzen, erkek hegemonyası ve geleneksel cinsiyet rollerinin etkisi ile ev kadınının sosyo-ekonomik anlamdaki "kimliksizlik" sorunu, kadını erkeğe ve eve bağımlı biçimde konumlandıran anlayışı üretmekte,bu aynı zamanda kadının eğitsel, kültürel ve sosyal gelişimine de olumsuz etki yapmaktadır. Bu sorun, gelişmiş ülkelerde dahi varlığını sürdürmekle beraber, doğal olarak en fazla gelişmekte olan toplumları etkisine almaktadır. Bu çalışmada, söz konusu sorunun çözümünde etkisi olan kurum ve kuruluşlar ile ağırlıklı olarak halk kütüphanelerinin rolü irdelenmiş; Kastamonu ili sınırları içerisinde bulunan konuyla ilişkili kurum ve kuruluşlarla yapılan görüşmeler, gözlemler ve bir anket araştırması ile de çalışma desteklenmiştir. Bu amaçla görüşülen kurum ve kütüphaneler, Kastamonu Halk Eğitim Merkezi, Türkiye İş Kurumu Kastamonu İl Müdürlüğü, Kastamonu İl Halk Kütüphanesi ve Kastamonu Belediye Kütüphanesi'dir. Bunlara ek olarak, rastgele seçilmiş 122 ev kadınına uygulanan anket ve söz konusu ev kadınları ile yapılan görüşmelerden elde edilen bulgular ile kadınların gereksinimleri saptanarak değerlendirilmiş ve bazı öneriler sunulmuştur.
