Gender Equality in the Textbooks of 2017 Curricula

2017 MÜFREDAT REFORMU SONRASI DERS KİTAPLARINDA TOPLUMSAL CİNSİYET EŞİTLİĞİ

Abstract

The Ministry of National Education adopted a new curriculum in 2017, and it was stated in policy documents that its focus on values distinguished the new curriculum from the previous ones. As expected, textbooks were re-written in a way to accord with the new curricular programs. Comparing the new textbooks with those belonging to the previous curricular period and published only one year before the new ones, this article aims to discuss whether any change is observed between the textbooks of the two periods in terms of gender equality. Although it is not possible to argue that there is a single pattern of difference characterizing all textbooks; we argue that the new Turkish language textbooks deal with the issue of sports from a more sexist perspective and present the trait of virtuousness largely as an attribute found in men. While the textbooks of the two periods have a great deal in common in terms of gendered division of labour at home, the new textbooks seem to have been stripped off from the content that contradict gender stereotypes, which existed in the textbooks of the previous period, albeit in a limited number. Also, some of the new textbooks include more sexist examples in relation to division of labour at home. Considering that there is only one-year time gap between the textbooks of the two periods, it can be said that the textbooks of the new curriculum herald a shift away from promoting gender equality in textbooks and the new curricular reform was carried out with little concern for gender equality.

2017 yılında Milli Eğitim Bakanlığı tarafından odağında değerler olması ile öncekimüfredatlardan farklılaştığı belirtilen bir müfredat reformu gerçekleştirildi ve ders kitaplarıyeni öğretim programları ile uyumlu olacak şekilde kademeli olarak yenilendi. Bu makale,müfredat reformu sonrası yenilenen kitaplar ile bir önceki dönem kitaplarını karşılaştıraraktoplumsal cinsiyet eşitliği bağlamında bir değişim olup olmadığını tartışmayı amaçlamaktadır.Tüm yenilenen ders kitaplarına genellenebilecek bir değişiklik görülmemekle birlikte özellikleyeni Türkçe kitaplarında spor konusunun daha cinsiyetçi bir şekilde ele alındığı ve erdemliliğinerkeklere özgü bir nitelik olarak işlendiği görülüyor. Aile içi cinsiyetçi iş bölümü konusundakitaplar arasında bir çok ortaklık bulunmakla birlikte, reform sonrası kitapların eski dönemkitaplarda az da olsa bulunan, cinsiyetçi kalıpyargıları kırma potansiyeline sahip içeriktenbüyük ölçüde arındırıldığı ve bazı yeni dönem kitaplarında cinsiyetçi unsurların arttığıgörülüyor. Karşılaştırılan kitapların basım tarihi arasında yalnızca bir yıl gibi bir zaman farkıolması açısından müfredat sonrası kitapların bir geriye gidişin habercisi olduğu ve müfredatreformunun toplumsal cinsiyet duyarlılığından yoksun bir şekilde gerçekleştirildiği çıkarımlarıyapılabilir.
