The Cancellation of Denizli/Avdan Coal-Fired Energy Plant Project: Inspirations from Politics of Commons

Denizli/Avdan Termik Santral Projesi’nin İptali: Müşterekler Siyasetinin Öğrettikleri

Abstract

This study deals with the struggles in the local political area against the coal- fired energy plant pro-ject planned to be built in Denizli/Avdan with reference to the politics of commons. The project was cancelled with the efforts of Avdan Platform and Denizli Metropolitan Municipality (MM) without any zoning. While the struggles within the Avdan Platform included dissenting discourses against the enclosure of nature; opposition of Denizli MM, on the safe ground of party politics, was mostly based on attempts not to execute the project in Avdan. The mobilization of the local people by the urban middle classes enabled the local struggles for commoning in the struggles against the power plants in Turkey, while the movement in Avdan, which did not witness a mass peasant struggle, was founded on the endeavours of the urban middle classes to reduce the legiti-macy of the project. This study tried to analyze the complex and layered political struggles in Av-dan with the inspiration from the politics of the commons. Firstly, without assuming a commoning in Avdan, it was emphasized that the project which was cancelled without any mass movement led by the villagers has potentials to hinder the hegemonic discourses of the project-oriented urbaniza-tion politics in Denizli. Secondly, it has been argued that the supra-political emphasis and nothing but the opposition to project by the efforts of Avdan Platform have some limitations in commoning of politics.

Bu çalışma, Denizli/Avdan’da yapılması planlanan termik santral projesine karşı gelişen yerel siyasal alandaki mücadeleleri müşterekler siyaseti tartışmalarına referansla ele almaktadır. Avdan Termik Santral Projesi, Avdan Platformu ve Denizli Büyükşehir Belediyesi’nin (BŞB) çabalarıyla, herhangi bir imar çalışması gerçekleştirilmeden sonlandırılmıştır. Avdan Platformu nezdindeki mücadeleler doğanın temellük edilmesine karşı yürütülen muhalif söylemler içerirken, Denizli BŞB’nin önderliğindeki proje karşıtlığı çoğunlukla parti siyasetinin güvenli zemininde, projeyi Avdan’da hayata geçirmemek üzerine kurulmuştur. Türkiye’deki santral karşıtı mücadelelerde kentli orta sınıfların yöre halkını mobilize etmesi, yerel mücadelelerin müşterekleşmesini sağlarken, kitlesel bir köylü mücadelesine tanık olmayan Avdan’daki hareket, kentli orta sınıfların projenin meşruiyetini azaltma çabaları üzerine kurulmuştur. Bu çalışma, Avdan nezdindeki karmaşık ve katmanlı siyasal mücadeleleri, müşterekler siyaseti yazınının verdiği ilhamla çözümlemeye çalışmıştır. İlk olarak, Avdan’daki mücadelenin müşterekleşmiş bir siyasal tahayyül yarattığı varsayılmadan, köylülerin öncülük ettiği kitlesel bir eyleme sahne olmadan iptal edilen projenin, Denizli kentsel siyasetindeki proje odaklı kentleşme siyasetinin hegemonik söylemlerini aksatabilecek potansiyeller barındırdığı vurgulanmıştır. İkinci olarak da Avdan Platformu nezdindeki siyaset-üstücü vurguların ve salt proje karşıtlığının, müşterekleşmiş bir siyasetin inşasında bazı kısıtlar taşıdığı iddia edilmiştir.
