The Effects of Minimum Wages Policy on Labor Market and Sample of Turkey

Asgari Ücret Politikasını İşgücü Piyasası Üzerindeki Etkileri ve Türkiye Örneği

Abstract

The determination of minimum wage rate is legal intervention of government to the labor market. This intervention is made against the situation in which the realization of equilibrium wage rate might be very low because of the economic and social structure of countries or valid labor market conditions. In this way, the government tries to ensure fairer wage structure by setting a legal minimum wage - base price -. Minimum wage policies are seen to effect especially unemployment and informal employment in the way of increase. As a result of the study for Turkey, it is seen that there is a high correlation between both minimum wage - employment and minimum wage - informal employment, additionally, it is determined that effect of minimum wage on informal employment is more than its effect on unemployment. However, it is evaluated that some measures in the scope of the 5084 numbered Incentive Low could be effective by decreasing these negative effects.

Özet

Asgari ücretin belirlenmesi, devletin işgücü piyasasına yasal müdahalesidir. Bu müdahale ülkelerin, ekonomik ve sosyal yapıları ya da geçerli işgücü piyasası koşullarına göre denge ücret seviyesinin çok düşük gerçekleşme gerçeğine karşı yapılmaktadır. Devlet böylece ücretler için yasal bir alt sınır -bir taban fiyat- belirleyerek daha adil bir ücret yapısının oluşmasını sağlamaya çalışmaktadır. Asgari ücret politikasının işgücü piyasasında özellikle kayıt dışı istihdam ve işsizliği arttırma yönünde etkili olduğu görülmektedir. Türkiye için yapılan uygulama sonucunda, asgari ücret ile kayıt dışı istihdam ve işsizlik oranı arasında yüksek bir korelasyon görülmüş ve asgari ücretin kayıt dışı istihdamı, işsizlik oranından daha fazla etkilediği tespit edilmiştir. Ancak, 5084 sayılı Teşvik Yasası kapsamındaki bazı tedbirlerin bu olumsuz etkileri azaltmaya yönelik etkili olabileceği değerlendirilmektedir.
