GOVERNOR ASSIGNMENTS IN THE LAST PERIOD OF THE OTTOMAN EMPIRE (1839-1908 HUDÂVENDIGÂR PORVINCE CASE)

Abstract
In this study, the process related to the governorship institution in the Ottoman Administrative History, which isone of the main actors of the provincial administration, both in the Ottoman Empire and The Republic of Turkey is presented. Bythis way, besides the transformation in the management of the province, the changes that occured at the board of theadministration have been determined. A detailed research on governor assignments in Hudâvendigâr Province since thedeclaration of the Edict of Tanzimât has been done and statistically results have been gained. The governor assignments of theperiod have been analysed according to the main sources of information of the Ottoman history such as the documents in theOttoman Archieves of the Prime Ministery and The Provincial Yearbooks. With the specific search about the governorshipinstitution, it has been revealed that, serious inferences can be carried out with the historical datas gained even in a limitedsituation like the process of the assignment period.
Özet
Bu çalışmada, Cumhuriyet Türkiyesi ve Osmanlı Devleti taşra idaresinin temel aktörlerinden biri olan valilikkurumunun, Osmanlı Yönetim Tarihi içinde geçirdiği sürecin bir dökümü yapılmıştır. Bu vesileyle, taşra idaresindeki dönüşümeparalel olarak, yönetim kademesinde meydana gelen değişiklikler tespit edilmiştir. Tanzimâtın ilanından itibaren HudâvendigârVilâyetine yapılan vali atamalarıyla ilgili ayrıntılı bir inceleme yapılmış ve istatistiki sonuçlara ulaşılmıştır. İlgilenilen dönemdegerçekleştirilen vali atamaları, Başbakanlık Osmanlı Arşivinde bulunan belgeler ve Vilayet Salnameleri gibi Osmanlı Tarihinintemel bilgi kaynakları kullanılarak analiz edilmiştir. Valilik kurumuyla ilgili bu spesifik incelemeyle, sadece atama iş veişlemlerinin gerçekleştirilmesi süreci gibi sınırlı bir durumda bile ortaya çıkabilen tarihi verilerle, ciddi çıkarsamalarınyapılabileceği ortaya konmuştur.
