THE AUDIT SYSTEM APPLIED IN TURKISH ARMED FORCES AND USA SAMPLE

Abstract

The subject of this study is the internal audit which is implemented according to current regulations of TurkishArmed Forces and external audit which is carried out by Turkish Court of Accounts according to international standarts. Internalauditors are appointed by Turkish Armed Forces among military officers for internal auditing for one or two years. There is aprobability that after completing their audit mission, the military officers may work under the commander of the unit which theyaudited previously. Therefore, they may not act independently during their auditing mission in the army. The method of this studyis literature review. This study gives the US Army Audit Agency as an example for independence one internal auditing service,and proposes a model which provides an objective and independent internal auditing in Turkish Armed Forces.

Özet

Çalışmanın konusunu Türk Silahlı Kuvvetlerinin yürürlükteki mevzuata göre yapılan iç denetim ile uluslararasıstandartlar çerçevesinde Sayıştay tarafından yapılan dış denetim oluşturmaktadır. Türk Silahlı Kuvvetlerindeki bir ya da iki yıliçin atanan subay iç denetçilerin, denetim görevlerini bitirmesini takiben denetlediği birimin başındaki komutanın emrinde yenigörevine başlama ihtimali vardır. Bu yüzden, iç denetim sırasında bağımsız davranamayabilirler. Çalışmanın metodu literatürtaraması biçimindedir. Bu çalışma, bağımsız bir iç denetim hizmeti için Amerika Birleşik Devletlerinin ordu iç denetimindekullandığı ordu denetim ajansını örnek olarak göstermekte ve Türk Silahlı Kuvvetlerinde objektif ve bağımsız bir iç denetimsağlayacak bir model önermektedir.
