THE EFFECTS OF PUBLIC EXPENDITURES, PUBLIC REVENUES AND PUBLIC DEBTS ON ECONOMIC GROWTH: PANEL DATA ANALYSIS ON OECD COUNTRIES

Abstract

Within the frame of the different approaches of the theories of macroeconomics, there are several theoretical and applied studies investigating the effects of the fiscal policy on the general economy. This study aims to research how public expenditures, public revenues and public debts affect economic growth as the applications of the fiscal policy. For this purpose, in 1995-2017 period, a Panel Data Analysis is conducted by using the data of the OECD member countries. In this analysis, while the real GDP data of the countries are used as the dependent variable, the public expenditures, public revenues and public debts data of the countries are used as the independent variables. As a result of the econometric tests required for the Panel Data Analysis, it is determined that the regression analysis must be done by the Huber-Eicker-White Estimator. According to the results of the analysis, while the public expenditures and public revenues affect economic growth positively in OECD countries, public debts do not have a statistically significant effect on economic growth.

Özet

Makro iktisat teorilerinin farklı yaklaşımları çerçevesinde, maliye politikasının ekonominin geneli üzerindekietkilerini inceleyen çeşitli teorik ve uygulamalı çalışmalar bulunmaktadır. Bu çalışma maliye politikası uygulamalarıolarak kamu harcamaları, kamu gelirleri ve kamu borçlarının ekonomik büyümeyi nasıl etkilediğini araştırmayıamaçlamaktadır. Bu amaçla, 1995-2017 döneminde OECD üyesi ülkelere ait veriler kullanılarak Panel Veri Analiziyapılmaktadır. Bu analizde ülkelere ait reel GSYİH verileri bağımlı değişken olarak kullanılırken; ülkelere ait kamuharcamaları, kamu gelirleri ve kamu borçları verileri ise bağımsız değişkenler olarak kullanılmaktadır. Panel VeriAnalizi için gerekli olan ekonometrik testler neticesinde, regresyon analizinin Huber-Eicker-White Tahmincisi ileyapılması gerektiği belirlenmiştir. Analiz sonuçlarına göre; OECD ülkelerinde kamu harcamaları ve kamu gelirleriekonomik büyümeyi pozitif etkilerken, kamu borçlarının ekonomik büyüme üzerinde istatistiksel olarak anlamlı biretkisi bulunmamaktadır.
