Temporary village guards in terms of consept of public official

Abstract
The aim of this study is to analyse the role of temporary village guards within thepublic personnel regime. Temporary village guards are not regarded as pubic officialswhen their status is evaluated according to the concept of public official in theliterature and high court decisions. However, every person working in the delivery ofpublic services is a public official in the broadest sense. Temporary village guards areat the bottom when their rights and entitlements are taken into consideration amongpublic employees.
Özet
Bu çalışmanın amac ı, bir kamu hizmeti yerine getiren geçici köy korucularınınkamu personel rejimi içindeki yerini incelemektir. Literatürde kamu görevlisi kavram ıve konu ile ilgili yüksek yargı kararları ekseninde de ğerlendirildiğinde, geçici köykorucular ı kamu görevlisi sayılmamaktadır. Ancak, kamusal bir hizmeti yerine getirenher kiş i en geniş anlamda kamu görevlisidir. Geçici köy korucuları özlük haklar ıaç ısından değerlendirildiğinde kamu görevlileri arasında en düşük haklara sahipolanlardandır.
